Mayor Schummer called the meeting to order at 6:00 p.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Mayor Schummer congratulated the Sunderland Stingerz Ringette U14A Team on achieving gold at the Provincial Championships and proclaimed April 29, 2024 as Sunderland Stingerz Day.

The purpose of this Statutory Public meeting, pursuant to the Planning Act R.S.O. 1990, was to inform the public of the details of an application and to receive public comments with respect to amending Zoning By-law Number 287-78-PL, as amended. The subject lands are within the Beaverton Urban Area and designated Mixed Use Corridors. Zoning By-law 3038-2021 was approved by Township Council on May 31, 2021 to zone the subject lands as Highway Commercial Exception 9 (C4-9) in the Township’s Zoning By-law 287-78-PL (as amended).


The owner is proposing to develop the subject lands for a variety of commercial uses. The purpose of the proposed Zoning By-law Amendment application is to include a more fulsome list of permitted uses within the C4-9 zone.

Robin Prentice, Director Development Services provided a presentation which included:

  • applicant - Beaverton Commons Inc. - Zoning By-law Amendment, ZBA-2024-01
  • this Zoning By-law amendment will include additional uses for C4-9 zoning
  • applicant proposes a commercial development on the subject land
  • subject land is Part Lot 11, Concession 5, Beaverton - west side of Highway 12, north of Simcoe Street, Beaverton
  • access to the subject land would be through Beaver Avenue
  • Official Plan designates the subject land as Beaverton Urban Area - Mixed Use Corridors
  • a list of current uses that are permitted within C4-9 zoning
  • a list of proposed uses to be added to C4-9 zoning
  • notice of this meeting was provided to all property owners within 200 metres of the subject property, in accordance with the Planning Act
  • external agencies were circulated

Frank Mazotta, President, Armour Heights Developments, Edward Mak, Director, Development, Armour Heights Developments, and Sabrina Sgotto, Vice President, Weston Consulting were in attendance.

Edward Mak provided a presentation which included:

  • subject property, phase one, is approximately 10 hectares and is part of a larger land holding of Armour Heights
  • 2020 application to rezone the subject land from rural use to commercial use was approved
  • positive planning report in 2021 supported the proposed commercial uses
  • the 2021 by-law passed, omitted the additional approved commercial uses
  • this application proposes the same commercial uses previously approved in 2021
  • Rural Buffer Zone to the west is for future development after Regional services are available
  • proposed commercial uses would add to the complement of downtown Beaverton businesses
  • proposed development based on site plan pre-consultation:
    • 6 buildings for commercial uses such as retail, services and eating establishments
    • 1 storey buildings, a multi-unit building at the north end, 3 larger commercial buildings, and 1 multi-unit restaurant building
    • 7,476.1 square metres of gross floor area (GFA)
    • 498 parking spaces
    • extend Beaver Avenue westerly and construct a new north/south road
    • proposing access from Highway 12 (currently with MTO)
    • east/west greenway proposed for center of site

Communication Number 349/24

Justin Hackett, Beaverton resident, provided a delegation which included:

  • request backyard chickens in order to live self sufficiently and sustainably
  • pilot in City of Kawartha Lakes for backyard chickens was successful
  • chicken owners should adhere to best practices to avoid avian flu
  • proposed coop and run would be located 50 metres from the street, 50 metres from the westerly neighbours home, and 120 metres from easterly neighbours home
  • requesting permission for:
    • 10 to 12 chickens on our rural residential property
    • no roosters
    • enclosed run and coop, no free ranging
    • eggs for personal consumption only

    That Council direct staff to report back with options on backyard chickens permitted within Rural Residential and Hamlet Settlement Areas, as well as to include the results of the survey.

    That after hours access to the Foster Hewitt Memorial Community Centre be approved; and
