It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

The purpose of this Statutory Public meeting, pursuant to the Planning Act R.S.O. 1990, is to inform the public of the details of an application and to receive public comments with respect to amending Zoning By-law Number 287-78-PL, as amended. The subject lands are within the Beaverton Urban Area and designated Mixed Use Corridors. Zoning By-law 3038-2021 was approved by Township Council on May 31, 2021 to zone the subject lands as Highway Commercial Exception 9 (C4-9) in the Township’s Zoning By-law 287-78-PL (as amended).


The owner is proposing to develop the subject lands for a variety of commercial uses. The purpose of the proposed Zoning By-law Amendment application is to include a more fulsome list of permitted uses within the C4-9 zone.

The Nourish and Development Foundation
Communication Number 452/24

  • Recommendation:

    Be It Resolved That Communication 452/24 with respect to Night Markets, submitted by The Nourish and Develop Foundation be received; and
    That Council has no objection to the operation of the night market on May 28, June 25, July 30, August 27 and September 24; and
    That barricades will be provided for TNDF to close the road at the corner of Cameron and York Street to the parking lot at the Nourish and Development Foundation building on York Street between the hours of 4:00 p.m. and 7:30 p.m. on the aforementioned dates; and 
    That proof of liability insurance be provided in the amount of $2,000,000 (two million) naming the Township of Brock as additional insured; and
    That Council pass By-law 3262-2024, temporarily closing York Street on the dates and times indicated within Communication Number 452/24.

Sunderland Lion's Club
Communication Number 456/24

  • Recommendation:

    Be It Resolved That Communication Number 456/24, Special Occasion Permit Request, submitted by the Sunderland Lions Club be received; and
    That Council has no objection to the Sunderland Lions Car Draw event to be held at the Sunderland Memorial Arena on June 8, 2024 subject to proof of insurance in the amount of $2,000,000 with the Township of Brock named as additional insured be provided; and
    That a copy of the Special Occasion Permit be provided to the Township; and
    That the Lions Club comply with all regulations of the Liquor License Board of Ontario and the Municipal Alcohol Policy; and
    That Council designate this an event of municipal significance for the purpose of obtaining the required liquor license. 

Beaverton Legion/Beaverton Thorah Eldon Historical Society
Communication Number 457/24

  • Recommendation:

    Be It Resolved That Communication Number 457/24, Road Closure Request for 100th Anniversary of Cenotaph, Parade in Beaverton, submitted by the Beaverton Legion be received; and
    That Council has no objections to the request to hold the 100th Anniversary of the Beaverton Cenotaph to be held on June 9, 2024 subject to the organizers obtaining a road occupancy permit from the Durham Region Works Department; and
    That the organizers obtain traffic control assistance from the Durham Regional Police Services; and
    That proof of liability insurance be provided in the amount of $2,000,000 (two million) naming the Township of Brock as additional insured; and
    That staff provide road barricades for the event, and 
    That Council pass By-law 3263-2024 to temporarily close Osborne and Simcoe Streets on the dates and times indicated within Communication Number 457/24.

  • Recommendation:

    Be It Resolved That Communication Number 460/24, Speed Limit Reduction Request and Petition  - Blackwater Road, submitted by Brittany Dagnall be received; and
    That Council direct staff to investigate and report back; 

    OR

    That Council respectfully decline the request to lower the speed limit on Blackwater Road.

Communication Number 461/24

  • Recommendation:

    Be it Resolved That communication number 461/24 as submitted by Amanda Lau on behalf of the Beaverton Agricultural Society with respect to the 2024 Beaverton Fall Fair be received; and
    That Council approve the children's parade on Friday, September 13 at 12:15 p.m. subject to the Beaverton Agricultural Society obtaining a road occupancy permit from the Region of Durham; and
    That Council pass By-law 3264-2024 to temporarily close Simcoe and Main Streets for the date and time indicated within Communication Number 461/24; and
    That after hours access to the Foster Hewitt Memorial Community Centre be approved; and
    That in-kind donations of additional garbage receptacles and additional picnic tables be provided by staff subject to availability; and
    That the request and cost for 6 portable toilets with 1 accessible toilet as well as 2 portable handwashing stations be the responsibility of the Beaverton Agricultural Society; and
    That the 'organizer' provide the Clerks Department with proof of insurance with a minimum amount of $5,000,000 naming the Township of Brock as an additional insured.
