Mayor Grant called the electronic meeting to order at 3:30 p.m. and confirmed a quorum was present via electronic participation.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Staff left the meeting at 3:35 p.m. with the exception of the CAO, Clerk/Deputy CAO, Deputy Clerk, Clerk's Assistant, Chief Building Official and the Planner.

Communication Number 1261/21

Monique Bonk provided a deputation with respect to the creation of community gardens noting that Maple Tree Community Gardens would be closing.

Council enquired about the size of land, management of the community garden, and relevant fees for each plot.

Kaik Bharucha provided a deputation with respect to CBM's application to expand their aggregate pit on Concession 2, Sunderland and urged Council to object to rezoning the subject land from RU to M4.

Debbie Vandenakker, Planner advised Council that there are 3 layers of approval during the process including public meetings, Regional Official Planning, and municipal planning. She advised that all concerns are taken into account and the applicant has an opportunity to address them.

Being a By-law under the provisions of Section 34 of the Planning Act , R.S.O., 1990 as amended, to amend Zoning By-law Number 287-78-PL, as otherwise amended, of the Corporation of the Township of Brock, with respect to certain land located within PT Lot 23, Concession Road 6 (Brock), in the Township of Brock Region of Durham

Being a By-law to authorize Voting by Mail for the 2022 Municipal Election and to authorize the use of Automatic Optical Scan Vote Tabulators. 

Being a By-law to appoint a Deputy Clerk for the Corporation of the Township of Brock pursuant to Section 228 of the Municipal Act, S.O. 2001, as amended.

Council members expressed condolences for the recent vehicle tragedy in Brock and provided event details for an upcoming vigil.

The Cannington Horticultural Society supports this deputation. Community gardens provide numerous benefits to their members, including enabling members to grow affordable and fresh food, collaborate with fellow gardeners, and enjoy physical activities and nature. The importance of these benefits has been clearly validated during the pandemic, where access to food, connectedness with people, and mental health issues have become daily challenges for many. Food insecurity is a reality in Durham.
