Mayor Schummer called the meeting to order at 10:00 a.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

    Be It Resolved That Report 2024-PRF-008, King Street Park be received; and
    That the 300m running track with red clay surface proceed to be installed, and
    That the soccer pitch installation be included in the project; and
    That staff be directed to approach RK & Associates to manage this project on behalf of Brock Township and to oversee the construction and completion of the project.

    Be It Resolved That Report 2024-DS-006, Proposed Provincial Planning Statement (2024) and Bill 185, be received; and
    That staff be authorized to submit this report to the Province as the Township of Brock’s comments on the proposed Provincial Planning Statement (2024) and Bill 18; and
    That the Report be shared with Association of Municipalities of Ontario.

    Be It Resolved That Report 2024-CLIM-002, Energy Conservation Demand Management Plan 2024-2029, be received; and
    That the plan be approved by Committee of the Whole; and
    That the plan be included on the Township of Brock website; and
    That the plan be submitted to the Ministry of Energy by July 1, 2024.

Jodi Foreman, Brock Resident provided a correspondence which included:

  • in support of upgrading the King Street park in Beaverton
  • designs of project appear to meet the needs of the school, not the broader community
  • if fill is required to address flood zone, communicate that to the community now
  • will all mature trees lining the park be removed
  • any funding received from Durham District School Board
  • is access of the park during school hours unrestricted for the whole community
  • who is legally responsible for injuries sustained within the park
  • why does Concept 3 show no grant allocation from CN or Beaverton Lions
  • will King Street parking be included in the final design
  • hopeful that the Township will implement no parking during school hours on the length of King Street
