Call to Order & Moment of Silence - 10:00 a.m.

Mayor Schummer called the meeting to order at 10:00 a.m. and a quorum was present.

Land Acknowledgement

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Disclosure of Pecuniary Interest and Nature thereof

4.1

Councillor Canavan - Cannington Haunted Attraction - Request to Build a Shed

Councillor Canavan advised, with respect to Delegation 6.2, that she is a member of Cannington Haunted Attraction, however, declared a non-qualifying interest in the agenda item under the spirit of the Municipal Conflict of Interest Act Sec.1.1(4) and Sec.4(j) and 4(k) and would participate in discussion and voting on the matter.

Delegations / Petitions

6.1

Women of Ontario Say No - Advocacy for Bill 5

Brian Shelley, Chief Executive & Philanthropy Officer, United Way Simcoe Muskoka provided a delegation which included the following:

Bill 5, Stopping Harassment and Abuse by Local Leaders Act, 2022

• a nonpartisan private members act currently before the Provincial Government
• penalties for egregious acts by municipal Council are insufficient, do not allow for removal of a councillor from office
• proposing an amendment to the Municipal Act and the City of Toronto Act
• the amendment would permit the Integrity Commissioner to apply to the court to vacate a members' seat should they fail to comply with a municipality's Workplace Violence and Harassment Policy
• endorsed by 30 municipalities to date
• seeking Council support for Bill 5

6.2

Cannington Haunted Attraction - Request to Build a Shed

• Councillor Canavan declared a conflict on this item. (Councillor Canavan advised, with respect to Delegation 6.2, that she is a member of Cannington Haunted Attraction, however, declared a non-qualifying interest in the agenda item under the spirit of the Municipal Conflict of Interest Act Sec.1.1(4) and Sec.4(j) and 4(k) and would participate in discussion and voting on the matter.)

Kevin MacDonald, on behalf of Cannington Haunted Attraction, provided a delegation which included the following:

• only 10% storage space available in the existing Haunted Attraction barn, 90% usage is for the event
• not sufficient to protect costumes and props
• proposed shed would be 12 x 20 feet, enclosed, similar to the historical buildings
• significant municipal event

Councillor Canavan experienced connectivity issues throughout the meeting and was absent at various times which did not affect quorum.

  BE IT RESOLVED THAT Committee of the Whole approve the request from the Cannington Haunted Attraction, in principle, to build a storage garage/shed; and
  THAT staff work with the organizers of the Cannington Haunted Attraction for any logistical issues and planning matters; and
  FURTHER THAT staff report back with respect to ownership and insurance coverage of the building at the March 27, 2023 Council meeting.

  BE IT RESOLVED THAT report 2023-DS-006 regarding Regional Official Plan Amendment (ROPA-2022-004) and Zoning By-law Amendment (13-2022-RA) applications for B1845 Regional Rd 15 - Recommendation Report, be received, and

  THAT staff be authorized to advise the Region of Durham that the Township has no objections to the adoption of the proposed Regional Official Plan Amendment (ROPA-2022-004); and

  THAT the application to amend Zoning By-law 287-78-PL (13-2022-RA) be approved; and

  THAT the Zoning By-law appended to this report as Attachment 2 be brought forward for Council adoption once the Region of Durham adopts the Regional Official Plan Amendment (ROPA-2022-004).
