Mayor Schummer called the meeting to order at 3:00 p.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Dan Andrews, Land and Resource Planning Technician, Lake Simcoe Region Conservation Authority provided a presentation which included:

  • Overview - Beaver River Wetland Trail owned by the Conservation Authority, opened in 2015
  • Lack of dedicated parking at trail entrances
  • Management Plan Public Input
    • construct accessible parking spaces
    • seek funding
    • collaborate with partners
  • Parking lot study and findings
    • Conservation area options for Blackwater, Sunderland, Highway 7 and Trail
    • Other public land options - Cannington
    • increase accessibility on trails, use regional transportation networks to improve access
    • 4 sites were evaluated and ranked - Cannington site identified as the first to be developed followed by Blackwater

    THAT the proposed amendment to the Delegation of Authority By-law appended to this report as Attachment 1 be brought forward for approval to delegate approval authority of consent applications to the Committee of Adjustment; and
    THAT Council approve the revised Terms of Reference for the Committee of Adjustment appended to this report as Attachment 2 to address consent applications; and
    THAT the proposed amendment to the Planning Fees By-law appended to this report as Attachment 3 be brought forward for approval to recover the costs associated with the transition of consent applications to the Township.
