It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

The purpose of this Statutory Public meeting, pursuant to the Planning Act R.S.O. 1990, is to inform the public of the details an application to amend Zoning By-law 287-78-PL for the rezoning of lands at B1845 Regional Road 15, Beaverton, to recognize the existing dwelling as a rural residential lot to facilitate the severance of a surplus farm dwelling and to rezone the retained farmland so that no further severances or residential uses are permitted. The retained farmland will continue to be farmed as part of a larger farm operation. This meeting is to provide an opportunity for the public to make comments on the proposed amendment. Members of Council are in attendance to observe and listen to comments.

    BE IT RESOLVED THAT the presentation and comments made during the Statutory Public Meeting with respect to the application to amend the Zoning By-law to rezone lands at B1845 Regional Road 15, Beaverton, 13-2022-RA, be received.

Recreation and Leisure Coordinator

  • Recommendation:

    BE IT RESOLVED THAT Report 2022-PRF-019 be received; and

    THAT Council approve the induction of 9 residents into the Brock Sports Hall of Fame in 2023 to offset the last 2 years of missed events; and
    THAT Council approve removing the local sport awards from the Breakfast of Champions; and
    THAT Council designate 2-3 Council members annually, to assist in the selection process for the Sports Hall of Fame inductees.

Manager of Facilities and IT

  • Recommendation:

    BE IT RESOLVED THAT Report 2022-PRF-002 - Playground Equipment be received; and
    THAT Council approve the site between Albert Street and Antioch Court in Sunderland as the location for installation of a new playground structure in the 2023 year.

Director of Public Works 

  • Recommendation:

    BE IT RESOLVED THAT Report 2022-CO-026, Road Rehabilitation – Repair be received; and
    THAT staff propose a Road Rehabilitation program for Council’s consideration as part of the 2023 Budget process.

Director of Development Services

  • Recommendation:

    BE IT RESOLVED THAT staff report 2022-PCA-014, Award for RFP No. B2022-DS-01 Waterfront Area and Open Space Plan, be received; and

    THAT the Waterfront Area and Open Space Plan be awarded to Planning Partnership at a cost of $89,968.05 (HST included) in accordance with Procurement By-law No. 3148-2022.

  • Recommendation:

    BE IT RESOLVED THAT report No. 2022-FI-022 entitled “User Fees By-law Update” be received; and

    THAT Council approve the Fees By-law as attached, effective January 1, 2023, and winter ice rental fees effective September 1, 2023; and

    THAT as a transitional measure staff honour contractual agreements that were signed prior to December 12, 2022 for 2023 use; and

    THAT Department Heads be delegated to index user fees annually based on the October CPI-Toronto rate effective January 1, 2024, except for Business Licenses and Dog Tags; and

    THAT Department Heads be delegated to assess cost recovery charges in the event community user groups damage or do not return Township equipment or fixtures; and

    THAT as a transitional measure while the Free Use Policy is under review, all community free-use requests be directed to staff to prepare a report outlining community benefits and the value of Township contributions; and

    THAT Council direct staff to present By-law No. 3164-2022 being a by-law to implement user fees and charges for the Township of Brock.

Sunderland Maple Syrup Festival Committee

  • Recommendation:

    BE IT RESOLVED THAT Communication 608/22, Sunderland Maple Syrup Festival 2023, submitted by the Sunderland Maple Syrup Festival Committee be received; and
    THAT Staff will assist with any Township road closures that are required;  and
    THAT the Sunderland Maple Syrup Festival will be required to contact the Region of Durham for the street closure of River Street; and
    THAT the Sunderland Maple Syrup Festival will provide Township staff with their Road's Management Strategic Plan to be reviewed and discussed with staff prior to the event held on April 1 - 2, 2023; and 
    THAT the Sunderland Maple Syrup Festival Committee will provide insurance prior to the event; and
    THAT Staff will provide snow removal and street clearing prior to the event; and
    THAT Staff will provide signs and pylons; and
    THAT the Sunderland Memorial Community Centre washroom will be available during the event; and
    THAT Staff provide 6 portable washrooms and hand washing stations with the costs being absorbed by the municipality; and
    THAT Council approve free exclusive use of the Arena Auditorium from Friday, March 31st starting at 4:00 p.m. - until 5:00 p.m. on Sunday, April 2nd, 2023; and
    THAT the Mayor and Members of Council be present for the opening ceremonies should their schedules permit; and
    THAT the Arena be available for use from April 1 - April 2, in the event of inclement weather; 

    OR

    THAT Council respectfully deny the requests from the Sunderland Maple Syrup Festival for their event to be held on April 1- 2, 2023.

    THAT Staff permit the exclusive use of the Beaverton Fairgrounds and parking lot C from Friday, February 3, 2023 in the evening to end of Saturday, February 4th 2023; and
    THAT Staff set up barricades in parking lot C Friday, February 3; and 
    THAT Staff assist with the building of snow hills should there be an abundance of snow; and
    THAT Staff provide portable toilets, picnic tables and additional garbage receptacles; and
    THAT Staff provide a free skate from 1:00 p.m. - 3:00 p.m. on Saturday, February 4, 2023; and
    THAT the Beaverton Lions be granted an exemption to the Burn Bylaw to allow for outdoor warming stations with permission from the Fire Chief; and
    THAT the Beaverton Lions Club provide insurance prior to the event.

    THAT Council respectfully deny the requests from the Beaverton Lions Club for the Winter Carnival held on Saturday, February 4, 2023.
