It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

The purpose of this Statutory Public meeting, pursuant to the Building Code Act, as amended, subsection 7(6), is to inform the public and receive public comments on the proposed new Building Fees and Charges By-law.


Members of Council will be in attendance to observe and listen to comments.

Chief Building Official

  • Recommendation:

    BE IT RESOLVED THAT Council receive the presentation by Township staff with respect to the new Building By-law and Permit Fee Schedule; and
    THAT Council receive Report 2023-DS-018 New Building By-Law and Permit Fees for information; and
    THAT Council direct staff to consider all public and agency input and bring back a new Building By-law for Council approval at a future date.

Johanne St. Louis

  • Recommendation:

    BE IT RESOLVED THAT the presentation by Johanne St. Louis, Brock Community Health Centre, with respect to Intimate Partner Violence (IPV) be received; and

    WHEREAS Intimate partner violence (IPV) is physical, sexual and emotional abuse and aggression that occurs in an intimate relationship; and

    WHEREAS on the morning of September 22, 2015, Carol Culleton, Anastasia Kuzyk and Nathalie Warmerdam were murdered by a former partner; and

    WHEREAS on June 28, 2022, a five-person jury established as part of a coroner’s inquest into the events of September 22, 2015 delivered 86 recommendations; and

    WHEREAS specific legislation addressing family and domestic violence has been passed by six provinces and three territories; however, Ontario has not implemented this type of legislation; and

    WHEREAS the Violence Prevention Coordination Council of Durham (VPCC), which represents 35 local agencies including: Brock Community Health Centre, The Nourish and Develop Foundation, and Victim Services of Durham Region, who has seen a significant increase in demand for assistance from local IPV support providers, with IPV victim
    support up 32% over four years and sexual violence victim support up 277% over four years; and

    WHEREAS the Town of Ajax, Town of Whitby, Municipality of Clarington, and the Regional Municipality of Durham Region have passed motions declaring an IPV epidemic, and acknowledging the 86 recommendations in the Renfrew County Inquest;

    BE IT RESOLVED THAT:

    1. The Ontario Government declare an IPV epidemic, as per recommendation #1 of the Renfrew County Inquest; and
    2. This motion be distributed to Haliburton-Kawartha Lakes-Brock MPP Laurie Scott, the Ministry of the Attorney
      General, the Ministry of Women’s Social and Economic Opportunity, Region of Durham, all Durham municipalities, Renfrew County, and the Association of Municipalities of Ontario.

  • Recommendation:

    BE IT RESOLVED THAT the presentation by the Sunderland Agricultural Society with respect to the 2024 Sunderland Fair be received for information.

  • Recommendation:


    WHEREAS Metroland Media Group has sought bankruptcy protection and has ceased the print publication of its weekly community newspapers across Ontario, moving to an online-only model; and
    WHEREAS Neil Oliver, Chief Executive Officer and President of Metroland Media Group, said the 71 Metroland community publications will be digital only going forward; and
    WHEREAS the Legislation Act, 2006 provides a definition of “newspaper” which applies to every Ontario Act and Regulation, as in a provision requiring publication, means a document that, (a) is printed in sheet form, published at regular intervals of a week or less and circulated to the general public, and (b) consists primarily of news of current events of general interest; (“journal”); and
    WHEREAS Ontario Municipalities are required to follow publication and notice requirements for Provincial Acts and Regulations; and
    WHEREAS communities such as the Township of Brock cannot comply with publication requirements in Provincial Acts and Regulations as the Brock Citizen publication is no longer being printed in sheet form and there are very limited independent local news publications fitting the definition of “newspaper”; and
    WHEREAS some small, rural, Ontario Municipalities may not have the means to bring an application to the Court to ask for directions and approval of an alternate manner of providing notice;
    BE IT THEREFORE RESOLVED THAT the Council of the Corporation of the Township of Brock does hereby request the Provincial government to make an amendment to the Legislation Act, 2006 to include digital publications as an alternative and acceptable means of publication and notice requirements for Provincial Acts and Regulations; and
    THAT this resolution be forwarded to the Attorney General, The Honourable Doug Downey Minister of Municipal Affairs and Housing, The Association of Ontario Municipalities (AMO); and AMCTO-Legislative Committee

  • Recommendation:

    WHEREAS the Township of Brock has concerns about the streamlines Environmental Assessment process being used by the Ministry of Transportation Ontario for Bradford Bypass and future highway builds.
    THEREFORE, BE IT THEREFORE RESOLVED THAT the Township of Brock is requesting that the Ministry of Transportation Ontario publicly release the traffic studies, clearly indicating the points of origin and time savings to justify this project; and
    THAT a value for money audit of this project comparing it to regional road and public transit alternatives occur. Should traffic studies and the evaluation of alternatives justify it, pay for regional road improvements; and
    THAT a plan for sustainable transportation be created prioritizing getting the Lake Simcoe Watershed Area; and
    THAT Go Stations are built in Innisfil Obrit and Barrie Waterfront and will include all-day two-way electrification of the GO Line; and
    THAT the following studies are completed: impacts to Lake Simcoe, Cumulative Climate Impacts, Cumulative Health Assessments and Cumulative Water Impacts; and
    THAT a salt alternative will be used on the Bradford Bypass; and
    THAT this resolution be forwarded to the Ministry of Transportation Ontario, Rescue Lake Simcoe Coalition, City of Barrie, City of Kawartha Lakes, City of Orillia, County of Simcoe, Regional Municipality of Durham, Regional Municipality of York, Town of Aurora, Town of Bradford, West Gwillimbury, Town of Georgina, Town of Innisfil, Town of Newmarket, Town of New Tecumseth, Town of Whitchurch-Stouffville, Township of King, Township of Oro-Medonte, Township of Ramara, Township of Scugog and Township of Uxbridge.

    BE IT RESOLVED THAT By-laws 3210-2023, 3224-2023, 3226-2023, and 3227-2023 be taken as read, enacted and signed by the Mayor and Municipal Clerk.

Being a By-law to determine the appointment of costs of division fence.

Being a By-law to amend By-law number 3017-2021, being a By-law to regulate the proceedings of Council.

Being a By-law to impose fees for services and activities provided or done by, or on behalf of the Township of Brock and for the use of municipal property. 

Being a By-law to appoint Municipal Law Enforcement Officers for the Corporation of the Township of Brock

  • Recommendation:

    WHEREAS Section 23.1 of the Municipal Act, S.O. 2001, as amended, authorizes municipalities to delegate certain powers to an individual who is an officer, employee, or agent of the municipalities; and

    WHEREAS Council deems it expedient to streamline the process for municipal property lease agreement renewals;

    BE IT THEREFORE RESOLVED that Council delegates authority to the Mayor and Clerk to enter into and execute municipal property lease agreement renewals for all Brock Township lease agreements which expire at the end of 2023 and 2024; and

    THAT Council directs the Clerk to bring forward agreement updates as required.
