Mayor Schummer called the meeting to order at 6:00 p.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

    BE IT RESOLVED THAT Communication Number 308/23 as submitted by Janet McPherson, Executive Director, Brock Community Health Centre with respect to a letter of support for a funding application to Ontario Health be received; and

    WHEREAS the Township of Brock continues to experience residential development and anticipates the opening of a supportive housing project in the near future; and

    WHEREAS many residents within the Township are without a primary care provider;

    NOW THEREFORE, BE IT RESOLVED THAT the Council of the Township of Brock support Brock Community Health Centre's application to Ontario Health for funding to obtain a physician, two nurse practitioners and various support staff thereby expanding their services and increasing access to primary care services for Brock's vulnerable residents and those without a primary care provider.

    BE IT RESOLVED THAT Communication Number 307/23, Beaverton Lions Canada Day Request be received; and 
    THAT Staff permit the use of the ice surface at the Foster Hewitt Memorial Community Centre for the pancake breakfast on July 1, 2023 and provide additional garbage receptacles and bags subject to availability; and
    THAT Council has no objection to the request for road closures on Bay Street, Osborne Street and Simcoe street for the Canada Day parade, subject to road occupancy permits being obtained through the municipality at no charge and Region of Durham and notification being given to Durham Regional Police, and 
    THAT Staff provide barricades for road closures during the Canada Day Parade held in Beaverton on July 1, 2023 subject to availability; and
    THAT Council grants permission for the free use of the Beaverton Fairgrounds on July 1, 2022 subject to to the provision of a certificate of insurance for $2,000,000 (two million) naming the Township of Brock as additional insured, and that no other events have been scheduled at this location on this date, and for a BBQ, subject to approval from the Fire Chief;  and fireworks display beginning at dusk, subject to obtaining a fireworks permit through the Clerks Department; and
    THAT Staff provide additional garbage receptacles and bags, barriers for the gates, portable toilets and picnic tables to the Beaverton Fairgrounds on July 1, 2023 subject to availability.

    THAT Council approve the use of Thorah Centennial Park, Beaverton on Saturday July 15, 2023 from 10:00 a.m. - 3:00 p.m. for the event Beaverton Beach Day, subject to the provision of a certificate of insurance for $2,000,000 ( two million), naming the Township of Brock as additional insured; and
    THAT Council grant the approval of a BBQ at the Beaverton Beach Day event, subject to approval from the Fire Chief; and

Being a By-law to appoint a Municipal Law Enforcement Officer for the Corporation of the Township of Brock pursuant to Section 15 of the Police Services Act, R.S.O. 1990, as amended. 

Being a By-law to amend By-law Numbers 2446-2012-PP Animal Control, 2445-2012-PP Breeding and Boarding Kennels, 2022-2006-PP Doggie Day Cares, 2402-2012-PP Exotic Animals, 2380-2011-PP Wrecking Yards, 2383-2011-PP Campgrounds, and 1562-98-PP Property Standards.

Being a By-law to appoint an acting Deputy Clerk for the Corporation of the Township of Brock pursuant to Section 228 and 228(2) of the Municipal Act, S.O. 2001, as amended. 

Being a By-law to amend By-law Number 957-88-PP, being a By-law to regulate vehicular traffic on highways, fire routes, private and municipal property, and to prohibit the injuring or fouling of highways and bridges, and the obstruction of ditches and culverts

Mayor Schummer provided information on the following:

  • Mayor Schummer, Regional Councillor Jubb and Councillor Frank met with Ministry of Transportation to discuss:
    • business entrances on Highway 12, Sunderland - entrance size determined by specifications and MTO policy
    • Right in-Right out access to Highway 12, Beaverton - safety concerns with design drawings
    • Ontario Northland, Beaverton station
    • northbound traffic light Highway 12, Beaverton, an advanced green signal at Regional Road 15
    • expanding the width of Highway 12 - annual review, low priority
    • Sunderland resident requesting a guardrail to protect against collisions on their property
