It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

  • Recommendation:

    Be It Resolved That Report No. 2025-OP-006 entitled “Sidewalk request Regional Road 12 Consideration to Council”, be received; and

    That Council respectfully decline the Durham Student Transportation Services’ request to install a sidewalk on Regional Road 12 from Brock Highschool east towards Side Road 18A and connecting to the existing sidewalk

Capital Projects Coordinator

  • Recommendation:

    Be It Resolved That Report 2025-OP-007 entitled “Road Gravel”, be received and;

    That Council approve the contract amount of $525,390.55 (including non-refundable HST) with Robert E Young Construction Ltd. and;

    That Council approve the additional road section of $ 160,476.87 (including non-refundable HST); and

    That Council authorize the Mayor and Clerk to execute the contract with Robert E Young Construction Ltd.

Capital Projects Coordinator

  • Recommendation:

    Be It Resolved That Report No. 2025-OP-008 entitled “Double Surface Treatment and Slurry Seal”, be received; and

    That Council approve the contract amount of $588,108.31 (including non-refundable HST) with Duncor Enterprises Ltd.; and

    That Council approve the additional road section of $80,173.65 (including non-refundable HST); and

    That Council authorize the Mayor and Clerk to execute the contract with Duncor Enterprises Ltd.

Director of Parks, Recreation and Facilities

  • Recommendation:

    Be It Resolved That Report 2025-PRF-008, Beaverton Town Hall Elevator Repairs be received; and
    That staff be directed to issue a purchase order for the replacement of the main control board for the elevator at the Beaverton Town Hall; and
    That the Director of Finance be authorized to transfer the funds from the Building Capital Reserve fund for this repair.

Director Parks, Recreation and Facilities

  • Recommendation:

    Be it Resolved That Report 2025-PRF-007, Public Buildings Winter Damage be received; and
    That the Director of Finance be directed to transfer the costs as outlined within the report for unforeseen repairs to the properties listed, from the Public Buildings Reserve with an upset limit of $45,000; and
    That Council direct staff to commence all works as soon as possible.

  • Recommendation:

    Be It Resolved That Report 2025-GG-005, entitled “Alternative Voting methods for the 2026 Municipal Elections” be received; and

    That Council approve the use of internet voting and optical scan tabulators to count the paper ballots, as alternative voting methods for the 2026 Municipal Elections; and

    That By-law Number 3337-2025, to authorize the use of internet voting method and paper “ballot-on-demand” with the use of optical scan tabulators to count the paper ballots in the 2026 Municipal & School Board Elections, be presented to Council for approval.

  • Recommendation:

    Be It Resolved That Report 2025-GG-007, Lease Agreement for Beaverton and Sunderland Agricultural Societies, be received; and
    That Council authorizes the Mayor and Clerk to execute the Beaverton Agricultural Society and Sunderland Agricultural agreements; and
    That Council grant the Sunderland Agricultural Society relief in the amount of approximately $6,636.36 (inclusive of HST) from the 2025 Fees & Charges By-law and each subsequent year to the end of the term of the lease based on any annual increases to the Fees & Charges By-law; and
    That Council grant the Beaverton Agricultural Society relief in the amount of approximately $6,636.36 (inclusive of HST) from the 2025 Fees & Charges By-law and each subsequent year to the end of the term of the lease based on any annual increases to the Fees & Charges By-law.

  • Recommendation:

    Be It Resolved That Communication Number 195/25, Rental Reduction Request for Use of the Manilla Hall, submitted by Ken Shaw of Narcotics Anonymous be received; and 
    That Council approve the request for an initial 6 month agreement at the rate of $50 per month starting in May 2025 and ending in October 2025; and
    That Narcotics Anonymous will provide an update to Council prior to the expiry of the 6 month agreement; 
    Or
    That Council respectfully decline the request.

Thorah Island Rate Payers Association
Communication Number 200/25

  • Recommendation:

    Whereas Thorah Island, located on Lake Simcoe, has been inundated with Cormorant colonies and has experienced deterioration of shoreline vegetation and trees; and
    Whereas the Thorah Island Cormorant Management Operation has been continuous since 2011 with a positive reversal of vegetation and tree growth along its shoreline, allowing other birds to re-inhabit the island; and
    Whereas The Fish and Wildlife Conservation Act has specific provisions which enables private landowners to protect their property from cormorants, under Subsection 31 (1) an individual who believes on reasonable grounds that cormorants are damaging or are about to damage their property may harass, capture or kill the cormorants on their property; and
    Whereas a landowner can appoint an agent(s) to act on their behalf to harass or kill cormorants on their land, as prescribed in Section 132 of O. Reg 665/98; and
    Whereas the Township of Brock believes on reasonable grounds that cormorants are damaging trees and vegetation along its 66-foot right-of-way along the shoreline on Thorah Island, as well as the fishery in Lake Simcoe;

    Be it Resolved that Communication Number 200/25, Request to authorize agents for cormorant management on municipally owned 66-foot right-of-way along the shoreline - Thorah Island, as submitted by Larry Wickett be received; and
    That Council provide permission to Larry Wickett, Paul Stojanovski, and  Paul Grout to act as agents as prescribed in Section 132 of O. Reg 665/98, for the Cormorant Management operation on the Township's owned 66 foot right of way along the shoreline on Thorah Island, subject to the following conditions:

    • Spring culling of the Cormorants may commence as early as April 14 to June 20, 2025, however must cease immediately upon hatching of any nesting eggs.
    • Spring culling is limited to Monday's through Friday's save and except holidays.
    • Late summer culling of the Cormorants is limited between August 11 -  August 28, 2025, Monday's to Thursday's save and except holidays, subject to all nesting on the island being ended.
    • Fall culling of the Cormorants is limited to September 2 - October 31, 2025 on Monday's to Friday's save except holidays.
    • The agents must enter into an agreement with the Township, acknowledging the conditions imposed.

    Be it Resolved That Communication number 223/25 as submitted by Matt Gross for Brock Bandits Hockey with respect to reduced rental fees be received; and
    That Brock Bandits Hockey be granted an exemption to the Ice Allocation policy (PR 4) to be deemed a Designated Minor Group.

    That Council respectfully declines the request in accordance with the Ice Allocation Policy (PR 4).

  • Recommendation:

    Whereas on Saturday, March 29, 2025, a severe ice storm hit parts of southern Ontario, including the Township of Brock, coating trees and power lines in ice; and
    Whereas by Sunday, March 30th, 2025, much of Brock township was without hydro electric power, including both landline and cellular communications; and
    Whereas the Brock Emergency Control Group met on Sunday, March 30, 2025 to evaluate and address the growing concerns over ongoing damage and widespread communication failures; and
    Whereas Mayor Schummer on behalf of the Township of Brock, declared a State of Emergency Sunday March 30, 2025; and
    Whereas Brock Township residents in our urban areas were without power for 2-3 days yet many of the rural/agricultural residents were without power for 10 days; and
    Whereas those residents that were without power have suffered damage to personal and business properties including loss of income; and
    Whereas the Municipal Affairs and Housing has a Disaster Recovery Assistance for Ontarians (DRAO) program in place to help residents recover costs after a natural disaster, that are not covered by insurance coverage; and
    Whereas the DRAO program must be “activated” by the Minister in order for residents to apply for cost recovery from damage to private property if there’s a sudden, unexpected natural event, such as a flood or tornado that causes costly and widespread damage. 
    Be It Therefore Resolved That Council for the Township of Brock encourage the Honorable Paul Calandra, Minister of Municipal Affairs and Housing, “Activate” the Disaster Recovery Assistance for Ontarians (DRAO) program in order to allow Brock residents to apply for damages to their property; and
    That Council direct staff to forward a copy of this resolution to Honorable Premier Doug Ford, the Honorable Rob Flack, Minister of Municipal Affairs and Housing.
