Mayor Grant called the meeting to order at 3:03 p.m.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Violence Prevention Coordinating Council of Durham

    WHEREAS violence continues to be the greatest gender inequality rights issue for women, girls and gender-diverse individuals; and 

    WHEREAS November is Woman Abuse Prevention Month; and 

    WHEREAS Gender-based violence is a human right issue which our community must work together to address, prevent and address through public awareness and education; and 

    WHEREAS 1 in 3 women will experience gender-based violence in their lifetime and these numbers increase exponentially for Black, Indigenous and Woman of Colour; and 

    WHEREAS the COVID-19 pandemic has increased barriers to support and services for survivors of gender-based violence and their children; and 

    WHEREAS last year in Ontario, every 13 days a woman or child was killed by a man known to them, with the majority being their current or former intimate partner; and 

    WHEREAS this month and throughout the 16 Days of Activism Against Gender-Based Violence, we acknowledge our community’s support of the Wrapped in Courage campaign and commitment to ending gender-based violence; and

    NOW THEREFORE, the Council of the Corporation of the Township of Brock proclaim and declare that November 25th, 2021 shall be known as “The International Day for the Elimination of Violence Against Women” and urge all citizens to recognize this day by taking action to support survivors of gender-based violence and becoming part of Ontario wide efforts to end gender-based violence.

    BE IT RESOLVED THAT Council proceed into a Closed Meeting of Municipal Council at 3: 05 p.m. to discuss the following matters:

    • Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board pursuant to Section 239(2)(e) of the Municipal Act with respect to Beaverton Supportive Housing; and,
    • Advice that is subject to solicitor-client privilege, including communications necessary for that purpose pursuant to Section 239(2)(f) of the Municipal Act with respect to Beaverton Supportive Housing

Mayor Grant reconvened the open session of Council at 3:38 p.m. with the same members of Council and staff in attendance.

    BE IT RESOLVED THAT Council rise and report from closed session of Council held on Wednesday, November 24th, 2021 at 3:39 p.m., and;

    THAT Council direct staff to present By-law 3095-2021 being a by-law to authorize the Mayor and Clerk to enter into Minutes Of Settlement with the Regional Municipality of Durham for the purposes of Beaverton Supportive Housing project; and

    THAT Council direct staff to advise the Regional Municipality of Durham of the passing of By-law 3095-2021; and

    THAT Council direct staff to include on the public agenda for the Special Council Meeting to be held on Thursday, November 25th, 2021 at 3:00 pm the following:

    1. Township of Brock - Beaverton Supportive Housing Project messaging
    2. Draft Township of Brock Housing Discussion Paper; and
    3. Minutes of Settlement fully executed by both parties
