Mayor Schummer called the meeting to order at 6:00 p.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Regional Councillor Jubb advised that, as he is a member of the Beaverton Agricultural Society, he would not be participating in any discussion or voting on Communication Number 314/24.

Council advised that the Sunderland Maple Syrup Festival is scheduled for April 6 and 7, 2024.

Francois Lauziere provided his concerns which included:

  • Brock By-law prohibits livestock in urban areas
  • no follow up on his online By-law complaint
  • the municipality has failed to address his subsequent concerns
  • does not support a pilot project permitting backyard chickens
  • requesting Council to reverse their prior decision

Councillor Pettingill joined the meeting at 6:11 p.m.

Raymond Ziemba and David Riley, SGL Planning and Design Inc. provided a delegation which included:

  • subject site is 84 McLennans Beach Road
    • a portion is within the developable lands within the Township's urban area and is within the Greenbelt Plan
    • located west of Regional Road 23 on Concession 5
    • frontages on McLennans Beach Road, Moorlands Drive, and Concession 5
  • designated for residential uses in Brock Official Plan and Regional Official Plan
  • original submission had 86 units
  • summary of comments received and revised proposal includes:
    • number of units reduced to 63 (conforms with the Township's minimum density standard)
    • 21 single detached units, 6 semi-detached units, and 36 townhouses
    • open naturalized swale
    • municipal services to be drained to Concession 5
    • traffic and parking revisions
    • parks and trails - addition of a parkette, more trails
    • compatibility - set backs, and lot widths
    • creates a green community via naturalized swale, street tree plantings, parkette, and natural buffer preserved along 84 McLennans Beach Road

  • Beaverton is a bedroom community with limited services and employment opportunities
  • pedestrian safety concerns
  • the proposed subdivision does not conform to the demographics of the Beaverton home buyer
  • Beaver on the Lake Homes, draft approved, is unable to reach minimum home sales in order to commence construction 
  • municipal land use planning goals should be considered, Brock Official Plan calls for healthy communities
  • need to consider the well being of the future population
  • concern for the subdivision plan - no connection between the physical design and the health and quality of life that it will provide
  • healthy communities require employment opportunities, protecting natural environment, improving access throughout the communities
  • concern for the through street, prefer a cul-de-sac

    That staff be authorized to advise the Region of Durham that the Township has no objections to the granting of draft plan approval for Subdivision Application S-B-2022-01, subject to the conditions outlined in Attachment 5 to this report and any minor revisions to the satisfaction of the Director of Development Services; and

    That the application to amend Zoning By-law 287-78-PL (05-2022-RA) be approved; and,

    That the Zoning By-law Amendment appended to this report as Attachment 2 be enacted approved.

  • Regional Road 15 (Simcoe Street) closure for bridge reconstruction is an issue
  • how do our comments get included with the proposed subdivision plan
  • safety concerns with respect to the construction vehicle traffic on Cedar Beach Road, no sidewalks
  • does the townhouse setback, total of 18 feet. set a precedent for maximum lot line
  • is the parkette large enough, who will maintain it and the additional walking trail
  • the subdivision does not fit into the area
  • 3 estate lots opening onto the cul-de-sac I live on, how will construction vehicles building those 3 homes be dealt with
  • our driveway will look onto the street, would like a buffer for privacy

    That Durham Student Transportation Services provide notification to the families who will be impacted by this change by no longer having bussing provided.

Thorah Island Rate Payers Association

    Whereas Thorah Island, located on Lake Simcoe has been inundated with Cormorant colonies and has experienced deterioration of shoreline vegetation and trees; and
    Whereas the Thorah Island Cormorant Management Operation has been continuous since 2011 with a positive reversal of vegetation and tree growth along its shoreline, allowing other birds to re-habitat the island; and
    Whereas The Fish and Wildlife Conservation Act has specific provisions which enable private landowners to protect their property from cormorants, under Subsection 31 (1) an individual who believes on reasonable grounds that cormorants are damaging or are about to damage their property may harass, capture or kill the cormorants on their property; and
    Whereas a landowner can appoint an agent(s) to act on their behalf to harass or kill cormorants on their land, as prescribed in Section 132 of O. Reg 665/98; and
    Whereas the Township of Brock believes on reasonable grounds that cormorants are damaging trees and vegetation along its 66-foot right-of-way along the shoreline on Thorah Island, as well as the fishery in Lake Simcoe; and
    Be it Resolved that Communication Number 188/24, Request to Authorize Agents for Cormorant Management on municipally owned 66-foot right-of-way along the shoreline - Thorah Island, submitted by Larry Wickett be received; and
    THAT Council provide permission to Larry Wickett, Paul Stojanovski, and Luke Hendriks to act as agents as prescribed in Section 132 of O. Reg 665/98, for the Cormorant Management operation on the Township's owned 66 foot right of way along the shoreline on Thorah Island, subject to the following conditions:

    1. Spring culling of the Cormorants may commence as early as April 8 to June 14, 2024, however must cease immediately upon hatching of any nesting eggs.
    2. Spring culling is limited to Monday's through Friday's save and except holidays.
    3. Late summer culling of the Cormorants is limited between August 12 - August 29, 2024 on Monday's to Thursday's save and except holidays, subject to all nesting on the island has ended.
    4. Fall culling of the Cormorants is limited to September 3 - November 1, 2024 on Monday's to Friday's save except from holidays.
    5. The agents enter into an agreement with the Township, acknowledging the conditions imposed.

  • Beaverton Supportive Housing will have phased-in occupancy commencing in June 2024
  • Osborne Street, Beaverton - road redesign in 2025
  • Regional Road 13 reconstruction will commence in phases over the next few years - commencing this summer with work done on the portion between Regional Road 23 and Sideroad 17
  • Beaverton Bridge on Main Street - scenarios are being investigated
  • Regional Finance Committee passed the budget with a 7% increase to tax levy, and the blended rate is just below 5%. Regional Council yet to adopt the Regional Budget.
