It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

  • Recommendation:

    Be It Resolved That Communication Number 961/2024, Brock Township Animal Shelter, submitted by Olga Kuzmich, regarding a 15th anniversary celebration of the Dench Animal Shelter and mural, be received; and 
    That Council forward the request to staff for consideration of implementing the 15th anniversary celebration of the Dench Animal Shelter and/or mural for any potential future budget considerations. 

The Nourish and Develop Foundation
Communication Number 977/24

  • Recommendation:

    Be It Resolved That Communication Number 977/24, 2025 Mobile Food Market Request, submitted by The Nourish and Develop Foundation be received; and
    That Council has no objection to the operation of the Mobile Food Market to be held outdoors at the Manilla Hall during the months of April - November 2025 and indoors from the months of January - April 2025 and November and December 2025; and
    That Council grant free use of the Manilla Hall for The Nourish and Develop Foundation's Indoor/Outdoor Mobile Food Market in the amount of $1,250 representing 25 event dates, with the amount being allocated to GL# 10-40-690-7692-63-6800 "Grants - Free Use Policy/Reduced Rate Rental"; and
    That Council authorize the Mayor and Clerk to enter into an agreement with the Nourish and Develop Foundation with respect to the free use of the Manilla Hall for the Indoor/Outdoor Mobile Food Market for 2025;

    Or

    That Council respectfully denies the request for free use of the Manilla Hall for the Mobile Food Market.

Durham Farm and Rural Family Resources 
Communication Number 1031/24

  • Recommendation:

    Be It Resolved That Communication Number 1031/24, Request for 2025 Rental Cost Reduction - Rick MacLeish Memorial Community Centre, submitted by Durham Farm and Rural Family Resources - Early On program, be received; and
    That Council has no objections to the Durham Farm and Rural Family Resources - Early On program continuing to operate on Monday's and Friday's during the school year at the Rick MacLeish Memorial Community Centre in 2025; and 
    That Council grant a rental reduction of the Rick MacLeish Memorial Community Centre Auditorium for Durham Farm and Rural Family Resources - Early On program in the amount of $7,782.28 representing 10 months of bookings plus staff time on off months (April-June), with the amount being allocated to GL# 10-40-690-7692-63-6800 "Grants - Free Use Policy/Reduced Rate Rental"; and
    That Council authorize the Mayor and Clerk to enter into an agreement with the Durham Farm and Rural Family Resources - Early On program with respect to rental reduction of the Rick MacLeish Memorial Community Centre Auditorium for 2025;
    Or 
    That Council respectfully deny the request for a reduced rate in 2025.

  • Recommendation:

    Whereas municipalities face growing infrastructure needs, including roads, bridges, public transit, water systems, and other critical services, which are essential to community well-being and economic development; and
    Whereas the current sources of municipal revenue, including property taxes and user fees, are insufficient to meet these increasing demands for infrastructure investment; and
    Whereas the Province of Ontario currently collects the Land Transfer Tax (LTT) on property transactions in municipalities across the province, generating significant revenue that is not directly shared with municipalities; and
    Whereas the Federal Government collects the Goods and Services Tax (GST) on property transactions, a portion of which could be directed to municipalities to address local infrastructure needs; and
    Whereas redistributing a portion of the Provincial Land Transfer Tax and GST to municipalities would provide a predictable and sustainable source of funding for local infrastructure projects without creating a new tax burden on residents or homebuyers; and
    Whereas a redistribution of a portion of the existing Land Transfer Tax and GST would allow municipalities to better plan and invest in long-term infrastructure initiatives, supporting local economic growth and improving the quality of life for residents;  

    1. Now Therefore Be It Hereby Resolved That the Township of Brock formally requests the Provincial Government to consider redistributing a portion of the Land Transfer Tax collected on property transactions to municipalities; and
    2. Be It Further Resolved That the Township of Brock calls on the Federal Government to allocate a percentage of the GST collected on property sales to municipalities; and
    3. Be It Further Resolved That this redistribution of the Land Transfer Tax and GST should be structured to provide predictable and sustainable funding to municipalities, allowing for better long-term planning and investment in infrastructure projects that benefit local communities, thus ensuring that local governments receive a fair share of the revenue to address critical infrastructure needs; and
    4. Be It Further Resolved That copies of this resolution be forwarded to Prime Minister Justin Trudeau, Premier Doug Ford, the Ontario Minister of Finance, the Minister of Municipal Affairs and Housing, local Members of Parliament (MPs) and Members of Provincial Parliament (MPPs); and
    5. Be It Further Resolved That copies of this resolution be forwarded to all 444 Municipalities in Ontario, the Federation of Canadian Municipalities (FCM), and the Association of Municipalities of Ontario (AMO) for their endorsement and advocacy.

    Be it Resolved That By-laws 3304-2024, 3308-2024, 3309-2024, 3310-2024, 3311-2024 and 3312-2024 be taken as read, enacted and signed by the Mayor and Municipal Clerk.

To amend the “animal control by-law” (2446-2012-pp) as amended, to provide for the licensing and regulation of certain animals.

Being a By-law Under the Building Code Act Respecting Permits and Related Matters

To regulate and require owners of privately owned outdoor swimming pools or hot tubs to erect and maintain fences and gates around such pools

To provide for an interim tax levy and to provide for the payment of taxes and to provide for penalty and interest of 1.25 percent for the year 2025

To amend Zoning By-law 287-78-PL, as otherwise amended, of the Corporation of the Township of Brock, Region of Durham, with respect to Part of Lot 1, Concession 12, Township of Brock, (municipally known as 21025 Lake Ridge Rd)
