It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

The purpose of this Statutory Public meeting, pursuant to Section 34 of the Planning Act, is to inform the public and receive public comments on the proposed zoning By-law Amendment. The Zoning By-law Amendment application is requesting the subject property be rezoned from Highway Commercial (C4) to a site specific C4 zoning (C4-XX) to permit a 6 metre front yard setback and to include a more fulsome list of permitted uses.


Members of Council will be in attendance to observe and listen to comments.

    Be It Resolved That Report 2025-FI-015  Update to Corporate Vehicle Use and Casual Travel Reimbursement Policy be received; and
    That Council approve Policy F15, Corporate Vehicle Use and Casual Travel Reimbursement Policy  as attached as Schedule 1 to Report 2025-FI-015.

  • Recommendation:

    Whereas the Province of Ontario collects substantial revenue from the application of the Provincial Land Transfer Tax from the sale of properties, including those in the Township of Brock and across the province, generating significant revenue; and
    Whereas the Land Transfer Tax (LTT) on property transactions is not directly shared with municipalities, while the majority of infrastructure and services provided to homeowners, is the responsibility of municipalities; and
    Whereas Municipalities, including the Township of Brock, do not receive a share of the Provincial Land Transfer Tax; and
    Whereas the Federal Government collects the Goods and Services Tax (GST) on property transactions, a portion of which could be directed to municipalities to address local infrastructure needs; and
    Whereas redistributing a portion of the existing Provincial Land Transfer Tax and the existing GST to municipalities would provide a predictable and sustainable source of funding for local infrastructure projects without creating a new tax burden on residents or homebuyers; and
    Whereas a redistribution of a portion of the existing Land Transfer Tax and GST would allow municipalities to better plan and invest in long-term infrastructure, supporting local economic growth and improving the quality of life for the residents; and
    Whereas Municipalities, including the Township of Brock, do not receive a share of the Provincial Land Transfer Tax;
    Now therefore be it resolved that the Council of The Corporation of the Township of Brock directs:

    1. That the Provincial Government be requested to share a portion of the existing collected Provincial Land Transfer Tax with single and lower tier municipalities;
    2. That the Federal Government be requested to allocate to municipalities a percentage to the GST Collected on property sales;
    3. That this redistribution of the Land Transfer Tax and GST be structured to provide a predictable and sustainable funding to municipalities, allowing for better long-term planning and investment in the infrastructure projects that benefit local communities, thus ensuring that local governments receive a fair share of the revenue to address critical infrastructure needs;
    4. That the Council of The Corporation of the Township of Brock endorse the City of Pickering's Council Resolution of February 24, 2025 regarding Sharing of Provincial Land Transfer Tax and GST with Municipalities for Sustainable Infrastructure;
    5. That a copy of this resolution be forwarded to the Prime Minister of Canada, the Minister of Finance of Canada, the Premier of Ontario, the Minister of Finance of Ontario, the Minister of Municipal Affairs and Housing, local Members of Parliament (MPs) and Members of Provincial Parliament (MPPs), in the Region of Durham; and,
    6. That a copy of this resolution be forwarded to the City of Pickering,  all Municipalities in the Region of Durham, the Federation of Canadian Municipalities (FCM), and the Association of Municipalities (AMO) for their endorsement and advocacy.

  • Recommendation:

    Be it Resolved That Communication number 189/25, as submitted by the Cannington Lioness Lions Club, regarding their annual Rubber Duck Race scheduled for May 25, 2025 to finish at the park in Barkey Subdivision be received; and

    That Council approves the request subject to the Lioness' obtaining a lottery licence.

Sunderland Lions Club
Communication Number 191/25

  • Recommendation:

    Be It Resolved That Communication Number 191/25, Special Occasion Permit Request, submitted by the Sunderland Lions Club be received; and
    That Council has no objection to the Sunderland Lions Elimination Car Draw event to be held at the Sunderland Memorial Arena on May 3, 2025 subject to proof of insurance in the amount of $2,000,000 with the Township of Brock named as additional insured be provided; and
    That a copy of the Special Occasion Permit be provided to the Township; and
    That the Lions Club comply with all regulations of the Liquor License Board of Ontario and the Municipal Alcohol Policy; and
    That Council designate this an event of municipal significance for the purpose of obtaining the required liquor license; and
    That Council approves the request subject to the Lion's obtaining a lottery licence.

    Be it Resolved That By-law Number 3336-2025, being a By-law to confirm the proceedings of the Council of the Corporation of the Township of Brock at its meeting held on March 25, 2025 be taken as read, enacted and signed by the Mayor and Clerk/Deputy CAO.
