It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

    BE IT RESOLVED THAT the Site Plan application 09-2020-SP Hirsbrunner be approved, and
    THAT Council authorize the Mayor and Clerk’s Department to enter into a Site Plan Agreement as attached with 1961946 Ontario Inc. through By-law 3122-2022.

  • Recommendation:

    BE IT RESOLVED THAT Communication 125/22 regarding correcting Ontario Stone, Sand and Gravel Association (OSSGA) Misinformation be received for information.

Town of Halton Hills 
Communication Number 131/22

  • Recommendation:

    BE IT RESOLVED THAT Council receive Communication Number 131/22 with respect to new gravel extraction licencing applications; and
    WHEREAS Ontario currently has over 5000 licenced pits and quarries located throughout the province that are able to meet the expected near term needs of Ontario’s construction industry;
    AND WHEREAS applications continue to be submitted without a definitive determination if there is a need for additional supply;
    AND WHEREAS gravel pits and quarries are destructive of natural environments and habitats;
    AND WHEREAS pits and quarries have negative social impacts on host communities and neighbouring properties in terms of noise, air pollution, and truck traffic;
    AND WHEREAS the urgent need to reduce greenhouse gas emissions in order to combat climate change has brought awareness to the very high carbon footprint associated with the production of concrete and asphalt which are major end-users of aggregates;
    AND WHEREAS there is an obligation to consult with First Nations peoples regarding the impacts of quarries on treaty lands and a responsibility to address those impacts;
    NOW THEREFORE BE IT RESOLVED THAT the Ontario government be requested to impose an immediate temporary moratorium on all new gravel mining applications pending a broad consultation process including with First Nations, affected communities, independent experts and scientists to chart a new path forward for gravel mining in Ontario which:

    • Proposes criteria and processes for determining the need for new gravel licences;
    • Recommends updated policies and restrictions for gravel mining below the water table to reflect current groundwater sciences;
    • Develops new guidelines for reprocessing in order to ensure sustainable aggregate supplies;
    • Recommends a fair levy for gravel mining that includes compensation for the full environmental and infrastructure maintenance costs to the local community of extraction and distribution of aggregate;
    • Provides greater weight to the input by local municipalities to lessen the social impacts from mining operation and trucking through their communities;
    • Proposes revisions to application procedures which fully honour First Nations’ treaty rights;

    AND FURTHER THAT a copy of this resolution be sent to the Honourable Doug Ford Premier of Ontario, the leaders of all Provincial Parties, Minister of Natural Resources and Forestry, the Honourable Ted Arnott MPP, AMO, Small Urban GTHA Mayors, Top Aggregate Producing Municipalities of Ontario (TAPMO), James Seeley, Mayor of Puslinch, Town of Milton, Town of Oakville and City of Burlington.

Sunderland Lions Club
Communication 132/22

  • Recommendation:

    BE IT RESOLVED THAT Communication Number 132/22 submitted by the Sunderland Lions Club with respect to their scrap day be received; and
    THAT Council approve the use of the Sunderland Memorial Arena parking lot for the use of the Scrap Metal Drive on May 14, 2022 from 8:00 a.m. - 12:00 p.m. 

Beaverton Town Hall Players
Communication Number 137/22

  • Recommendation:

    BE IT RESOLVED THAT Communication number 137/22 submitted by the Beaverton Town Hall Players with respect to a rental agreement request be received: and
    THAT Council continue to provide reduced rent for performance nights, free use of the auditorium and meeting rooms for auditions, rehearsals, cast parties, sound/light checks, technical seminars and production meetings; and
    THAT Council approve the free use of the auditorium for the opening day of the season on May 14, 2022; and
    THAT Council enter into a lease agreement with the Beaverton Town Hall Players. 

Cody Windebank - Mariposa Mens Slow-Pitch League/Woodville Huskies
Communication Number 142/22

  • Recommendation:

    BE IT RESOLVED THAT Communication number 142/22 submitted by Cody Windebank on behalf of the Mariposa Mens Slow-Pitch League/Woodville Huskies with respect to their baseball tournament in Cannington be received; and
    THAT Council has no objection to your request to have a barbeque and beer garden at your event on May 28 and 29, 2022 subject to you obtaining an SOP for the event and your compliance with all regulations of the Liquor Licence Board of Ontario; and
    THAT Council designate this an event of municipal significance for the purpose of obtaining the required liquor licence.

    THAT the Township provide additional garbage receptacles for the disposal of garbage collected during the event.

Canadian Outdoor Sport Show Inc.
Communication Number 145/22

  • Recommendation:

    BE IT RESOLVED THAT Communication Number 145/22 submitted by the Canadian Outdoor Sport Show with respect to the Annual Canadian Pro Bass Bronzeback Cup event be received; and
    THAT Council approve the requests outlined below:

    1. Signage in the area the day before the event (Friday, July 22) in order to ensure vehicles are not parked where the special event trailer will be situated.
    2. Request an early start (5 am) for the Harbour Students in order to collect launch fees from the participating anglers on July 23 and 24.
    3.  Allocated overflow parking for boats and trailers.
    4. Use of the washroom facilities.
    5. If available, a few barricades for the area.
    6. If available, a few extra garbage and recycling containers around the site.

Beaverton Barrell Racing Club
Communication Number 155/22

  • Recommendation:

    BE IT RESOLVED THAT Communication Number 155/22 submitted by the Beaverton Barrel Racing Club be received; and
    THAT Council grant permission for the free use of the Beaverton Fairgrounds on the following dates, May 22, June 19, July 17, August 21, and September 5, 2022, so long as there are no other events booked on those dates and sufficient insurance is provided; and
    THAT Council also approves the use of hydro during those dates: and
    THAT Township staff ensure the appropriate amount of receptacle bins are provided; and 
    THAT Council enter into an agreement with the Beaverton Barrel Racing Club for use of the fairgrounds.

Communication Number 167/22

  • Recommendation:

    BE IT RESOLVED THAT Communication Number 167/22 submitted by the Nourish and Develop Foundation be received; and 
    THAT Council approve use of the Sunderland Arena parking lot for the Mobile Food Market from May 5 to the end of October 2022; and
    THAT Council permit the use of electricity at the location.

Sunderland Lions Club
Communication Number 170/22

  • Recommendation:

    BE IT RESOLVED THAT Communication Number 170/22, submitted by the Sunderland Lions Club with respect to a new Sunderland Service Clubs Composite Signs be received; and 
    THAT Council be advised that the approval was previously made through Resolution Number 22-4. MOVED by Lynn Campbell and SECONDED by Walter Schummer that communication number 506 be received for information;
    That Council review and approve the updated design contained within the communication; and
    THAT staff be instructed to seek the approval of the Ministry of Transportation and the Region of Durham for the signs to be located on Highway 7 and 12 and Regional Road 10, respectively.

    BE IT RESOLVED THAT the verbal update from the Clerk/Deputy CAO, be received; and

    THAT Council direct staff to amend the Council meeting schedule on Monday, May 30, 2022, as follows:

    1.  the electronic Committee of the Whole meeting be changed to an electronic Council meeting with a start time of 1:00 p.m.; and  
    2. the electronic Council meeting be changed to an in-person Special Council Meeting with a start time of 6:00 p.m. to be held in the auditorium of the Foster Hewitt Memorial Community Centre to hear comments from the public with respect to the Draft Plan of Subdivision & Zoning By-law Amendment submitted by Rebanks Development Inc. for the subject lands located at 84 McLennans Beach Road, Beaverton; and
    3. Council request that the developer hold an in-person Public Information Centre from 4:00 p.m. to 6:00 pm in the lobby of the Foster Hewitt Memorial Community Centre.
