It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

This Public Meeting is to consider an application for Plan of Subdivision and an application for a Zoning By-law Amendment in accordance with Section 16 of the Planning Act, R.S.O. 1990, as amended, and the Zoning By-law No. 287-78-PL, the comprehensive Zoning By-law, in accordance with Section 34 of the Planning Act, R.S.O. 1990, as amended.

  • Recommendation:

    BE IT RESOLVED THAT Report 2022-GG-001: Memorandum, Changes to meeting schedule due to OGRA being rescheduled be received; and
    THAT Council approve the rescheduled dates as indicated in the report.

  • Recommendation:

    BE IT RESOLVED THAT REPORT 2022-OP-001, 60 Kilometres per hour on Concession 10 (Brock) be received, and
    THAT staff be directed to reduce the speed limit on Concession 10 (Brock) between Highway 12 and Regional Road 23/Lake Ridge Road to 60 km/h, and
    THAT staff be directed to investigate and report back on the feasibility on reducing the spend limit on all gravel roads within the municipality to 60 km/h.

    BE IT RESOLVED THAT REPORT 2022-OP-003, Winter Playground Closures be received and
    THAT COUNCIL direct staff to purchase and install signage as directed by the Durham Municipal Insurance Pool.

  • Recommendation:

    BE IT RESOLVED THAT communication number 1384/21 submitted by PFlag Durham Region with respect to installing Pride banners in Cannington, Beaverton, and Sunderland from June 1 to June 30 each year, be received; and

    THAT Council direct staff to install the 6 Pride Banners on light standards, two each in the downtown core in Beaverton, Cannington & Sunderland from June 1 to June 30, with supporting messaging on social media.

    THAT Council respectfully deny the request.

Communication number 10/22

  • Recommendation:

    BE IT RESOLVED THAT communication number 10/22 submitted by William Vieveen regarding Floyd Hales Fish Huts lease agreement renewal, be received; and
    THAT Council approve the continuation of the Floyd Hales Fish Huts lease at the west side of Beaverton Harbour Park, adjacent to the pier, from December 1, 2021 to March 31, 2022; and
    THAT the Mayor and Clerk are hereby authorized to enter into an agreement with William Vieveen for the lease agreement for Floyd Hales Fish Huts.

    BE IT RESOLVED THAT communication number 7/22 submitted by the Ministry of Municipal Affairs and housing with respect to Bill 13, the Supporting People and Businesses Act, 2021 be received for information.

    BE IT RESOLVED THAT Communication Number 14/22 submitted by Bobby Dewsbury regarding a proposal for an outdoor rink be received.

  • Recommendation:

    BE IT RESOLVED THAT Correspondence Number 15/22 from Garry and Elizabeth Johnston, regarding the Ice Fishing Lake Simcoe 2022 Challenge be received: and 

    THAT Council direct staff to help advertise the event on the Township's webpage and social media

  • Recommendation:

    BE IT RESOLVED THAT Communication number 16/22 dated January 17, 2022 Resignation of Penelope Beaudrow from Brock Environmental Advisory Committee be received; and
    THAT a letter of thanks be provided to Penelope Beaudrow for her contributions to the Brock Environmental Advisory Committee.

  • Recommendation:

    WHEREAS The Township of Brock is located on the south shores of Lake Simcoe which is a world-renowned ice fishing destination providing millions of dollars to the economy every year; and

    WHEREAS ice hut operators in the Township of Brock have previously worked closely with the municipality and Durham Region Health to ensure safe tourist accommodations on Lake Simcoe.

    BE IT THEREFORE RESOLVED THAT the Township of Brock officially request that the Province of Ontario amend the Step Two of the Roadmap to Reopen order issued on January 5, 2022 by permitting overnight ice fishing; and

    THAT Council direct staff to forward this motion to Premier Doug Ford, 
    Hon. Christine Elliott, Minister of Health & Deputy Premier, Hon. Steve Clark, Minister of Municipal Affairs and Housing, and Laurie Scott, MPP Haliburton-Kawartha Lakes-Brock.

  • Recommendation:

    BE IT RESOLVED THAT By-laws 3101-2022, 3102-2022, 3096-2022, 3104-2022, and 3105-2022 be taken as read, enacted and signed by the Mayor and Municipal Clerk.

A By-law to amend By-law Number 957-88-PP, Being a By-law to regulate vehicular traffic on highways, fire routes, private and municipal property, and to prohibit the injuring or fouling of highways and bridges, and the obstruction of ditches and culverts. 

A By-Law to amend By-Law 2915-2019, Being a By-Law to regulate open air, recreational and agricultural fires and to repeal By-Law 2613-2015-PP.

A By-Law to amend By-Law Number 3017-2021, being a by-law to regulate the proceedings of Council.

A By-Law to provide for an interim tax levy and to provide for the payment of taxes and to provide for penalty and interest of 1.25 percent.

Being a by-law to adopt an Emergency Management Program and Municipal Control Group and to meet other requirements under the Emergency Management and Civil Protection Act

  • Recommendation:

    BE IT RESOLVED THAT communication number 20/22 submitted by the Brock Environmental Advisory Committee regarding their 2022 Workplan, be received and endorsed by Council; and
    THAT all projects that have a budget implication be referred to the 2022 budget deliberations as new initiatives.
