Mayor Schummer called the meeting to order at 10:00 a.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Council advised that the First Cannington Scout Group toured the Council Chambers at the Municipal Administration Office last week.

    THAT Council endorses the parking restrictions for Lot A at the Beaverton Harbour and directs staff to update the signage within Lot A prior to the start of the 2024 season.

Nicholas Gall, Ontario Project Manager, ABO Wind Canada Ltd. provided a delegation which included:

  • location: adjacent to Hydro One Beaverton Transmission Station north of Thorah Concession Road 3 and west of Highway 12
  • municipal benefits of BESS
    • property tax revenue
    • employment opportunities
    • community benefit payments
  • estimated value of the benefits (based on nearby gas plants) would be in the tens of millions over 20 years
  • Municipal Property Assessment Corporation (MPAC) assessment for BESS is not yet finalized
  • aware of agricultural land concerns
  • undertaken noise modelling and wildlife impact
  • would further refine the proposal in consultation with the community
  • no current BESS proposal before Council

Council provided the following comments and questions:

  • Ontario Federation of Agriculture (OFA), Durham Agricultural Advisory Committee (DAAC), and Ministry of Agriculture, Food and Rural Affairs (OMAFRA) oppose BESS on prime agricultural lands
  • not in support of the location
  • clarify the criteria to identify suitable lands

    WHEREAS public libraries are vibrant community hubs where residents of all ages and backgrounds can learn, work, train, innovate, explore and connect; and,
    WHEREAS the Brock Township Public Libraries provide community members with equitable, reliable access to broadband internet; and,
    WHEREAS the Brock Township Public Libraries use technology to make resources more accessible and responsive to people’s changing needs; and,
    WHEREAS the Brock Township Public Libraries support local economic development through the provision of important business development and job skills programming for adults and youth; and,
    WHEREAS the Brock Township Public Libraries works closely with local residents to deliver valued programs and services and shares knowledge and resources; and,
    WHEREAS the Township of Brock Public Libraries continue to responsibly manage public resources with the utmost care and is committed to the sustainability of its services; and,
    WHEREAS the Township of Brock Public Libraries recognize the opportunity that targeted provincial investment can provide to secure more equitable access to increasingly significant digital resources and library-based services across Ontario;

    BE IT THEREFORE RESOLVED THAT the Township of Brock encourages the Province of Ontario to continue to recognize and support the contribution of local libraries within their communities; and
    THAT the Township of Brock requests the Province of Ontario to increase its existing funding by at least the rate of inflation for Ontario’s public libraries, and
    THAT a copy of this resolution be sent to the Ontario Minister of Heritage, Sport, Tourism, and Culture Industries, to the Ontario Minister of Municipal Affairs, to the local MPPs, to the Association of Municipalities Ontario, to the Ontario Library Association, to the Federation of Ontario Public Libraries, and to Durham Region area municipalities for endorsement.

    WHEREAS the Sunderland downtown corridor is approximately from Maple Street South to Highway 7/12; and
    WHEREAS a significant number of traffic, including truck traffic uses River Street (Regional Road 10), easterly, to access Highway 7/12; and
    WHEREAS there are pedestrian sidewalks on both north and south sides of Regional Road 12 from Sunderland Meadows Drive leading to the downtown corridor.
    BE IT THEREFORE RESOLVED THAT the Township of Brock request that the Region of Durham install an all way stop sign at the intersection of River Street (Regional Road 10) and Sunderland Meadows Drive in Sunderland for the purpose of slowing down vehicular traffic entering the downtown corridor.

    WHEREAS Battery Energy Storage Solutions (BESS) is an emerging technology that is new to Canada, and the Province of Ontario, with many concerns that are not yet fully understood.

    AND, WHEREAS the Ontario Federation of Agriculture opposes Battery Energy Storage Solutions on Prime Agricultural Land, especially Class 1-4 agricultural land, and the Durham Agricultural Advisory Committee (DAAC) does not support Battery Energy Storage Solutions on agricultural land within Durham Region.

    BE IT THEREFORE RESOLVED THAT the Township of Brock, will not endorse Battery Energy Storage Solutions on Prime Agricultural Land, within the Greenbelt, most specifically on class 1-4 farmland, for the remainder of the term of Council 2022-2026. Others will be considered for endorsement on a case by case basis. 

    THAT staff send this motion to MPP Laurie Scott, the Ontario Minister of Energy MPP Todd Smith and the IESO.

  • solar energy plants are not comparable to battery energy storage systems
  • Council would determine the community benefit payouts
  • the Beaverton location is 4 acres of marginal land within an 85 acre parcel
  • this would be a temporary land use and the land would be restored to prior conditions
  • municipalities Province-wide are challenged with adjudicating proposals on BESS without appropriate resources
  • hope to revisit this in the future in collaboration with Brock Township
