Mayor Schummer called the meeting to order at 6:00 p.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Mayor Schumer advised, with respect to Item 10.4.1, regarding the exemption to the Support for Community Organizations Policy, that he is a member of the Cannington Lions and declared a non qualifying interest in the agenda item, under the spirit of the Municipal Conflict of Interest Act Sec. 1.1(4) and Sec 4(j) and 4(k) and would participate in discussion and voting on the matter

Rob Rappolt, Planning Consultant for WSP Canada, retained by the Region of Durham, provided a presentation with respect to the North Durham Agricultural Related on Farm Diversified Uses Study which included: 

  • An overview of the study, processes and workplan 
  • Recommendations 
    • Updates to Official Plans, Zoning by-laws, Site Plan Control and other tools (e.g. licensing by-laws)
    • flexible interpretation
    • must satisfy provincial criteria
    • encouraged to occupy existing buildings and structures
    • located outside of environmental areas or features
    • encouraged to be exempt or follow a minor site plan control process
    • have regard for traffic, noise, servicing, emergency services and surrounding land uses and other similar considerations
    • streamlined application approval process

Mary-anne Rizzo spoke to Council to address concerns with:

The Director of Development Services advised the properties are currently zoned Rural Buffer and Environmentally Protected which allows the building of a single detached dwelling.

The Deputy CAO/Clerk advised the correspondence expressing interest in purchasing the property is received by Council as the first step in a very long public process. The Municipal Land Sale policy will be followed and a report will be presented to Council with options. Properties in the surrounding area of the land will be circulated with notice of the public meeting.

Mayor Schummer advised the new Durham Region Transit Route #618 has been announced, being a regularly scheduled service to connect the communities within north Durham. On-demand services will be available outside of regular route hours and in areas where the route does not reach.
