Deputy Mayor Jubb called the meeting to order at 10:00 a.m. and a quorum was present.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Councillor Canavan advised that she is an employee of Brock Community Health Centre and declared a pecuniary interest on agenda item 9.2 Ontario Pre-Budget Submission.

  • appreciation extended to staff for their efforts with snow clearing during the recent snow event, and to the Township of Uxbridge for lending equipment

Tara Zupancic, Alexandra Swirski, and Sendi Struna, Health Protection Division, Durham Region, were in attendance and provided a presentation which included:

  • a series of 7 reports commencing with Primer Report 'Understanding the local health impacts of climate change' August 2024 - reports are mandated by Ontario Public Health Standards
  • the following reports assess vulnerability:
    • impact of extreme heat - Durham Region Report on Extreme Heat, 2024
    • impact of extreme weather
    • impact of vector borne disease
    • impact of access and quality of food and water
    • impact of poor air quality
    • impact of ultraviolet radiation
  • priority populations who may be affected by extreme heat include those who work/are active out of doors, those over 60 years of age, infants and children, pregnant women, Indigenous peoples, those with chronic health challenges, newcomers, and people who are socially and materially disadvantaged
  • extreme heat in Brock - North Durham municipalities are forecasted to have the greatest increases in heat events
    • heat events are expected to double in the coming decades and in rural areas, are due in part to urban sprawl (low density housing)
    • nature-based solutions can cool neighbourhoods and increase heat resilience - existing forests, tree planting incentive programs, wetlands, grasslands, and shade policies
  • Durham Region resources include Heat Warning Information System, Greener homes program, Local Housing Corporation's energy efficiency and resilience strategy
  • knowledge gaps and needs identified, prioritize action, share knowledge, community engagement to support prevention

Katie Probst, Cannington, provided a deputation with respect to Making the Township of Brock a Blue Community including:

  • water and sanitation services recognized as a human right (United Nations has been calling on governments for action plans since 2010)
  • phase out the sale of bottled water at municipal facilities and events because water is a human right and should not be exploited
    • water bottles are found in oceans
    • manufacturing bottles uses oil resources
  • promote publicly financed, owned and operated water and wastewater services
    • Durham Region has suspended water shutoff
  • human right to water - violations - drinking water/boil water advisories for First Nations people
  • sample municipal resolutions to recognize that water and sanitation services are a fundamental human right and call upon the Provincial and Federal governments to enshrine, in law, the human rights to water and sanitation

    Be It Resolved That Communication Number 1043/24, Train Station Relocation Funding Request, submitted by the Beaverton Thorah Eldon Historical Society be received; and
    That Council supports the request of $500 to assist with the relocation of the train station, to be funded from the Rate Stabilization Reserve Fund.

Communication Number 21/25

    Be It Resolved That Communication Number 21/25, Request for reduced rates at the Rick MacLeish Memorial Community Centre, submitted by Durham Farm and Rural Family Resources be received; and

    That Council approve the proposed reduced rate of $10/hour for use of the auditorium at the Rick MacLeish Memorial Community Centre from April to December 2025; and

    That Council grant a rental reduction of the Rick MacLeish Memorial Community Centre Auditorium for Durham Farm and Rural Family Resources - Early On program in the amount of approximately $5,300.00 (2025 rate), with the amount being allocated to GL# 10-40-690-7692-63-6800 "Grants - Free Use Policy/Reduced Rate Rental"; and

    That Council hereby permit and acknowledge an exemption under Section 107 (2)(b) of the Municipal Act, by granting a reduced lease rate for the lease of the auditorium at the Rick MacLeish Memorial Community Centre to Durham Farm and Rural Family Resources; and
    That the Mayor and Clerk enter into a three-year agreement with Durham Farm and Family Resources at a fixed rate of $10/hour; and

    That the Mayor and Clerk enter into a three year agreement with Durham Farm and Family Resources at a fixed rate of $10 per hour with CPI adjustments applied each year.
