Call to Order & Moment of Silence - 6:00 p.m.

Mayor Schummer called the meeting to order at 6:00 p.m. and a quorum was present.

Land Acknowledgement

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

8.1

Speed Limit on Blackwater Road

Chris Olson, resident of Blackwater, provided a delegation which included:

• concerns expressed for speeding traffic on Blackwater Road between Concession 4 and Highway 12
• request the speed limit be reduced from 50 km/h to 30 km/h or 40 km/h
• a petition was submitted in late April 2024

  Be it Resolved That the presentation by Chris Olson with respect to Speed Limit on Blackwater Road be received; and
  That Council direct staff to reduce the speed limit on Blackwater Road between Highway 12/7 to the south and Brock Concession Road 4 to the north to 40 km/h,  and on Concession 4 west of Blackwater Bridge to Highway 12; and
  That Council amend the traffic control bylaw to amend the speed limit on Blackwater Road between Highway 12/7 to the south and Brock Concession Road 4 to the north to 40 km/h, and on Concession 4 west of Blackwater Bridge to Highway 12; and
  That Council direct staff to forward this resolution to DRPS.

  That Council forward the request to staff for consideration of implementing the 15th anniversary celebration of the Dench Animal Shelter and/or mural for any potential future budget considerations.

  Be It Resolved That Communication Number 977/24, 2025 Mobile Food Market Request, submitted by The Nourish and Develop Foundation be received; and
  That Council has no objection to the operation of the Mobile Food Market to be held outdoors at the Manilla Hall during the months of April - November 2025 and indoors from the months of January - April 2025 and November and December 2025; and
  That Council grant free use of the Manilla Hall for The Nourish and Develop Foundation's Indoor/Outdoor Mobile Food Market in the amount of $1,250 representing 25 event dates, with the amount being allocated to GL# 10-40-690-7692-63-6800 "Grants - Free Use Policy/Reduced Rate Rental"; and
  That Council authorize the Mayor and Clerk to enter into an agreement with the Nourish and Develop Foundation with respect to the free use of the Manilla Hall for the Indoor/Outdoor Mobile Food Market for 2025.

  Be It Resolved That Communication Number 1031/24, Request for 2025 Rental Cost Reduction - Rick MacLeish Memorial Community Centre, submitted by Durham Farm and Rural Family Resources - Early On program, be received; and

  That Council has no objections to the Durham Farm and Rural Family Resources - Early On program continuing to operate on Monday's and Friday's during the school year at the Rick MacLeish Memorial Community Centre in 2025; and

  That Council grant a rental reduction of the Rick MacLeish Memorial Community Centre Auditorium for Durham Farm and Rural Family Resources - Early On program in the amount of approximately $350.00 (2024 rate) reduced rate for January to March 2025, with the amount being allocated to GL# 10-40-690-7692-63-6800 "Grants - Free Use Policy/Reduced Rate Rental"; and

  That Council authorize the Mayor and Clerk to enter into an agreement with the Durham Farm and Rural Family Resources - Early On program with respect to rental reduction of the Rick MacLeish Memorial Community Centre Auditorium for 2025; and

  That Council direct staff to inform Durham Farm and Rural Family Resources that the reduced rate from April to June will need to increase based on DFRF operating budget.

Notice of Motions

13.1

Redistribution of the Provincial Land Transfer Tax and GST to Municipalities for Sustainable Infrastructure Funding

  Whereas municipalities face growing infrastructure needs, including roads, bridges, public transit, water systems, and other critical services, which are essential to community well-being and economic development; and
  Whereas the current sources of municipal revenue, including property taxes and user fees, are insufficient to meet these increasing demands for infrastructure investment; and
  Whereas the Province of Ontario currently collects the Land Transfer Tax (LTT) on property transactions in municipalities across the province, generating significant revenue that is not directly shared with municipalities; and
  Whereas the Federal Government collects the Goods and Services Tax (GST) on property transactions, a portion of which could be directed to municipalities to address local infrastructure needs; and
  Whereas redistributing a portion of the Provincial Land Transfer Tax and GST to municipalities would provide a predictable and sustainable source of funding for local infrastructure projects without creating a new tax burden on residents or homebuyers; and
  Whereas a redistribution of a portion of the existing Land Transfer Tax and GST would allow municipalities to better plan and invest in long-term infrastructure initiatives, supporting local economic growth and improving the quality of life for residents;  

  1. Now Therefore Be It Hereby Resolved That the Township of Brock formally requests the Provincial Government to consider redistributing a portion of the Land Transfer Tax collected on property transactions to municipalities; and
  2. Be It Further Resolved That the Township of Brock calls on the Federal Government to allocate a percentage of the GST collected on property sales to municipalities; and
  3. Be It Further Resolved That this redistribution of the Land Transfer Tax and GST should be structured to provide predictable and sustainable funding to municipalities, allowing for better long-term planning and investment in infrastructure projects that benefit local communities, thus ensuring that local governments receive a fair share of the revenue to address critical infrastructure needs; and
  4. Be It Further Resolved That copies of this resolution be forwarded to Prime Minister Justin Trudeau, Premier Doug Ford, the Ontario Minister of Finance, the Minister of Municipal Affairs and Housing, local Members of Parliament (MPs) and Members of Provincial Parliament (MPPs); and
  5. Be It Further Resolved That copies of this resolution be forwarded to, the Federation of Canadian Municipalities (FCM), and the Association of Municipalities of Ontario (AMO) for their endorsement and advocacy.

To temporarily close a municipal road and prohibit through traffic

  • road improvements include - Vallentyne bypass, portions of Regional Road 13 as well as Osborne Street to be resurfaced, and road reconstruction Regional Roads 12 and 13 as well as Shoreline Road
