Mayor Schummer called the meeting to order at 10:00 a.m. and a quorum was present.

Councillor Frank joined the meeting at 10:17 a.m.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Regional Councillor Jubb advised, with respect  to Items 8.1 and 10.1 regarding the Beaverton Agricultural Society, that he is a member of the Beaverton Agricultural Society and declared a non-qualifying interest in the agenda item, under the spirit of the Municipal Conflict of Interest Act Sec.1.1(4) and Sec.4(j) and 4(k) and would participate in discussion and voting on the matter.

Brian McGregor, Treasurer, Beaverton Agricultural Society (BAS) provided a presentation which included:

  • appreciate the 5 year lease with more free building use
  • Beaverton Fair is 172 years old
  • BAS originally owned the fairgrounds and then gifted them to the Township
  • appreciate that the Sunderland Agricultural Society lease is the same
  • requesting an extra 5 free use hours
  • may have to consider tent rental in the event of early ice in arena
  • insurance costs are substantial
  • request to pay for insurance through the Township

  • Sunderland has had a long standing fall fair and it will continue
  • appreciate that the Beaverton Agricultural Society lease is the same
  • the extra free use is helpful
  • the arenas are community hubs where farmers and residents meet annually
  • appreciate the one year lead time on early ice as we book things early
  • renting a large tent for 2025 fair but continue to use the upstairs and changerooms in arena
  • income and costs for the fair change every year
  • the Legion and church have offered space in their buildings

    Whereas Thorah Island, located on Lake Simcoe, has been inundated with Cormorant colonies and has experienced deterioration of shoreline vegetation and trees; and
    Whereas the Thorah Island Cormorant Management Operation has been continuous since 2011 with a positive reversal of vegetation and tree growth along its shoreline, allowing other birds to re-inhabit the island; and
    Whereas The Fish and Wildlife Conservation Act has specific provisions which enables private landowners to protect their property from cormorants, under Subsection 31 (1) an individual who believes on reasonable grounds that cormorants are damaging or are about to damage their property may harass, capture or kill the cormorants on their property; and
    Whereas a landowner can appoint an agent(s) to act on their behalf to harass or kill cormorants on their land, as prescribed in Section 132 of O. Reg 665/98; and
    Whereas the Township of Brock believes on reasonable grounds that cormorants are damaging trees and vegetation along its 66-foot right-of-way along the shoreline on Thorah Island, as well as the fishery in Lake Simcoe;

    Be it Resolved that Communication Number 200/25, Request to authorize agents for cormorant management on municipally owned 66-foot right-of-way along the shoreline - Thorah Island, as submitted by Larry Wickett be received; and
    That Council provide permission to Larry Wickett, Paul Stojanovski, and  Paul Grout to act as agents as prescribed in Section 132 of O. Reg 665/98, for the Cormorant Management operation on the Township's owned 66 foot right of way along the shoreline on Thorah Island, subject to the following conditions:

    • Spring culling of the Cormorants may commence as early as April 14 to June 20, 2025, however must cease immediately upon hatching of any nesting eggs.
    • Spring culling is limited to Monday's through Friday's save and except holidays.
    • Late summer culling of the Cormorants is limited between August 11 -  August 28, 2025, Monday's to Thursday's save and except holidays, subject to all nesting on the island being ended.
    • Fall culling of the Cormorants is limited to September 2 - October 31, 2025 on Monday's to Friday's save except holidays.
    • The agents must enter into an agreement with the Township, acknowledging the conditions imposed.

    Whereas on Saturday, March 29, 2025, a severe ice storm hit parts of southern Ontario, including the Township of Brock, coating trees and power lines in ice; and
    Whereas by Sunday, March 30th, 2025, much of Brock township was without hydro electric power, including both landline and cellular communications; and
    Whereas the Brock Emergency Control Group met on Sunday, March 30, 2025 to evaluate and address the growing concerns over ongoing damage and widespread communication failures; and
    Whereas Mayor Schummer on behalf of the Township of Brock, declared a State of Emergency Sunday March 30, 2025; and
    Whereas Brock Township residents in our urban areas were without power for 2-3 days yet many of the rural/agricultural residents were without power for 10 days; and
    Whereas those residents that were without power have suffered damage to personal and business properties including loss of income; and
    Whereas the Municipal Affairs and Housing has a Disaster Recovery Assistance for Ontarians (DRAO) program in place to help residents recover costs after a natural disaster, that are not covered by insurance coverage; and
    Whereas the DRAO program must be “activated” by the Minister in order for residents to apply for cost recovery from damage to private property if there’s a sudden, unexpected natural event, such as a flood or tornado that causes costly and widespread damage. 
    Be It Therefore Resolved That Council for the Township of Brock encourage the Honorable Rob Flack, Minister of Municipal Affairs and Housing, “Activate” the Disaster Recovery Assistance for Ontarians (DRAO) program in order to allow Brock residents to apply for damages to their property; and
    That Council direct staff to forward a copy of this resolution to Honorable Premier Doug Ford, and the Honorable Rob Flack, Minister of Municipal Affairs and Housing.
