Mayor Jubb called the meeting to order at 10:20 a.m. and a quorum was present.

Technical difficulties delayed the start of the meeting.

It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

John Grant, Brock Arts and Culture, provided a delegation which included:

  • local businesses rely on commerce in order to remain open
  • Brock Arts and Culture would like Council support for them to display local artwork on the main streets to draw more tourism to the area
  • ballots to be available for visitors to vote for their favourite winter themed artwork
  • display artwork on lamp posts until the Christmas decorations are taken down

    That Staff do not plan for a 2025/2026 Winter Day Camp Program; and

    That Staff plan for a 2026 Summer Day Camp Program for 9 weeks in Beaverton and 9 weeks in Cannington, with no weeks being scheduled at Sunderland Arena due to the scheduled renovation; and
    That staff plan for Summer Camp with 3 short weeks – June 29th, August 3th, August 24th; and
    That staff set registration cut-off for the Monday of the week prior to the week of camp being registered for; and
    That The Township continue with providing the Ontario Works Subsidy Program and the Child Care Fee Subsidy Program; and
    That Council direct staff to proceed with only full week registrations for 2026 with consideration continuing to be given to individual day registration in future years; and
    That staff continue to engage and secure special guests for our summer camp offerings.

    Be It Resolved That Communication Number 657/25, Request for Brock Council Support - Resolution Regarding Ontario Captive Wildlife, submitted by Story Book Farm Primate Sanctuary be received; and
    That Council endorse the following resolution:
    Whereas Ontario has more private non-native (exotic) wild animal keepers, roadside zoos, mobile zoos, wildlife exhibits and other captive wildlife operations than any other province; and,
    Whereas The Province of Ontario has of yet not developed regulations to prohibit or restrict animal possession, breeding, or use of non-native ("exotic") wild animals in captivity; and,
    Whereas non-native ("exotic") wild animals can pose very serious human health and safety risks, and attacks causing human injury and death have occurred in the province; and,
    Whereas the keeping of non-native ("exotic") wild animals can cause poor animal welfare and suffering, and poses risks to local environments and wildlife; and,
    Whereas the owners of non-native ("exotic") wild animals can move from one community to another even after their operations have been shut down due to animal welfare or public health and safety concerns; and,
    Whereas municipalities have struggled, often for months or years, to deal with non-native ("exotic") wild animal issues and have experienced substantive regulatory, administrative, enforcement and financial challenges; 
    And Whereas the Association of Municipalities of Ontario (AMO), the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) and the Municipal Law Enforcement Officers' Association (MLEOA) have indicated their support for World Animal Protection's campaign for provincial regulations and non-native ("exotic") wild animals and roadside zoos in letters to the Ontario Solicitor General and Ontario Minister for Natural Resources and Forestry:
    Therefore Be It Resolved That the Corporation of the Township of Brock hereby petitions the provincial government to implement provincial regulations to restrict the possession, breeding, and use of non-native ("exotic") wild animals and license zoos in order to guarantee the fair and consistent application of policy throughout Ontario for the safety of Ontario's citizens and the non-native ("exotic") wild animal population:
    And Be It Therefore Resolved that this resolution will be forwarded to all municipalities in Ontario for support and that each endorsement be then forwarded to the Premier of Ontario, Ontario Solicitor General, Ontario Minister for Natural Resources and Forestry, MPP Laurie Scott, AMO, AMCTO and MLEAO.

    That Council grant permission for Paul Nealon Contracting to access one of the Township’s properties known as: unopened road allowance known as Thorah Concession Road 2; or  unopened road allowance known as Thorah Park Blvd; or municipal park known as Thorah Park, to access the shoreline to conduct work for the “owner” at 24380 Thorah Park Blvd; and
    That Council authorize staff to enter into an agreement with the contractor, subject to Paul Nealon Contracting repairing any damages to municipal property and indemnifying the Township of Brock from any liability.

    Whereas democracy is healthy when everyone is able to participate fully and safely and contribute to the well-being of their community;
    And Whereas we are witnessing the dissolution of democratic discourse and respectful debate across all levels of government and in neighbouring jurisdictions;
    And Whereas Ontario’s municipally elected officials are dealing with increasingly hostile, unsafe work environments facing threats and harassment;
    And Whereas social media platforms have exacerbated disrespectful dialogue, negative commentary, and toxic engagement which disincentivizes individuals, especially women and candidates from diverse backgrounds from running for office;
    And Whereas better decisions are made when democracy is respectful and constructive and the voices of diverse genders, identities, ethnicities, races, sexual orientation, ages and abilities are heard and represented around municipal council tables;
    And Whereas the Association of Municipalities of Ontario’s Healthy Democracy Project has identified concerning trends with fewer people voting in local elections and running for municipal office;
    And Whereas in 2024, female elected representatives from across Halton formed a group called H.E.R. (Halton Elected Representatives) which pledged to speak out against harassment and negativity in politics and call on elected officials to uphold the highest standards of conduct;
    And Whereas H.E.R. Halton has launched a campaign called Elect Respect to promote the importance of healthy democracy and safe, inclusive, respectful work environments for all elected officials that encourages individuals to participate in the political process;
    And Whereas on June 5, 2025, the Canadian Association of Feminist Parliamentarians launched a non-partisan “Parliamentary Civility Pledge” to encourage all parliamentarians to commit to end workplace harassment and increase civility on Parliament Hill, modelled after the pledge developed in Halton by representatives of H.E.R.

    Now Therefore Be It Resolved:

    That Brock Council supports the Elect Respect pledge and commits to:

    • Treat others with respect in all spaces—public, private, and online,
    • Reject and call out harassment, abuse, and personal attacks,
    • Focus debate on ideas and policies, not personal attacks,
    • Help build a supportive culture where people of all backgrounds feel safe to run for and hold office,
    • Call on relevant authorities to ensure the protection of elected officials who face abuse or threats, and
    • Model integrity and respect by holding one another to the highest standards of conduct;

    And That Brock Council calls on elected officials, organizations and community members to support the Elect Respect campaign and sign the online pledge at electrespect.ca;
    And That a copy of this resolution be sent to the Association of Municipalities of Ontario, Ontario’s Big City Mayors, the Federation of Canadian Municipalities, the Office of the Mayor of Burlington, relevant MPs and MPPs, Regional Police, the Ontario Provincial Police and the Royal Canadian Mounted Police.
