It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

    Be It Resolved That Report 2024-DS-005,  Draft Plan of Subdivision (S-B-2022-01) and Zoning By-law Amendment (05-2022-RA) Applications, Rebanks Development Inc., 84 Mclennans Beach Rd, Part of Lot 17, Concession 4 (Thorah), Township of Brock - Recommendation Report, be received; and

    That staff be authorized to advise the Region of Durham that the Township has no objections to the granting of draft plan approval for Subdivision Application S-B-2022-01, subject to the conditions outlined in Attachment 5 to this report and any minor revisions to the satisfaction of the Director of Development Services; and

    That the application to amend Zoning By-law 287-78-PL (05-2022-RA) be approved; and,

    That the Zoning By-law Amendment appended to this report as Attachment 2 be enacted approved.

August 14, 2023 Resolution C-2023-182 Deferred this item to this agenda.

  • Recommendation:

    Be it resolved that Council approve the request from Durham Student Transportation Services to relocate the crossing guard to the all way stop intersection at Simcoe Street and Mara Road (from Mill Street and Simcoe Street), and
    That the Township staff be directed to remove the crosswalk signs and pavement markings at Mill Street, and
    That Durham Student Transportation Services provide notification to the families who will be impacted by this change by no longer having bussing provided. 
    OR 
    Be it resolved that council respectfully deny the request. 

Cannington Lioness Lions Club
Communication Number 168/24

  • Recommendation:

    Be it resolved that communication number 168/24 as submitted by Cannington Lioness Lions Club with respect to a Rubber Duck Race in the Beaver River, Cannington on Sunday, May 26, 2024 be received; and
    THAT Council approves the event subject to lottery licence requirements.

     

Thorah Island Rate Payers Association 
Communication Number 188/24

  • Recommendation:

    Whereas Thorah Island, located on Lake Simcoe has been inundated with Cormorant colonies and has experienced deterioration of shoreline vegetation and trees; and
    Whereas the Thorah Island Cormorant Management Operation has been continuous since 2011 with a positive reversal of vegetation and tree growth along its shoreline, allowing other birds to re-habitat the island; and
    Whereas The Fish and Wildlife Conservation Act has specific provisions which enable private landowners to protect their property from cormorants, under Subsection 31 (1) an individual who believes on reasonable grounds that cormorants are damaging or are about to damage their property may harass, capture or kill the cormorants on their property; and
    Whereas a landowner can appoint an agent(s) to act on their behalf to harass or kill cormorants on their land, as prescribed in Section 132 of O. Reg 665/98; and
    Whereas the Township of Brock believes on reasonable grounds that cormorants are damaging trees and vegetation along its 66-foot right-of-way along the shoreline on Thorah Island, as well as the fishery in Lake Simcoe; and
    Be it resolved that Communication Number 188/24, Request to authorize agents for cormorant management on municipally owned 66-foot right-of-way along the shoreline - Thorah Island, Submitted by Larry Wickett be received; and
    THAT Council provide permission to Larry Wickett, Paul Stojanovski, and Luke Hendriks to act as agents as prescribed in Section 132 of O. Reg 665/98, for the Cormorant Management operation on the Township's owned 66 foot right of way along the shoreline on Thorah Island, subject to the following conditions:

    1. Spring culling of the Cormorants may commence as early as April 8 to June 14, 2024, however must cease immediately upon hatching of any nesting eggs.
    2. Spring culling is limited to Monday's through Friday's save and except holidays.
    3. Late summer culling of the Cormorants is limited between August 12 - August 29, 2024 on Monday's to Thursday's save and except holidays, subject to all nesting on the island has ended.
    4. Fall culling of the Cormorants is limited to September 3 - November 1, 2024 on Monday's to Friday's save except from holidays.
    5. The agents enter into an agreement with the Township, acknowledging the conditions imposed. 

Durham West 4-H 
Communication Number 204/24

  • Recommendation:

    Be it resolved that Communication Number 204/24 Durham West 4-H Rally Request for Free Use of the Rick MacLeish Memorial Community Centre be received; and
    That Council has no objections to the Durham West 4-H Rally, at the Rick MacLeish Memorial Community Centre in Cannington on Saturday March 30, 2024 from 1:00 p.m. - 3:00 p.m.; and
    That staff work with the Durham West 4-H Club to create a rental agreement for the event;
    That Council has no objection to the free use of the Rick MacLeish Memorial Community Centre for the Durham West 4-H Rally Event subject to a certificate of insurance is provided in the amount of $2,000,000 naming the Township of Brock as additionally insured; and

    That Council respectfully deny the free use of the Rick MacLeish Memorial Community Centre for the Durham West 4-H Rally event.

     

McCaskill's Mills Public School
Communication Number 207/24

  • Recommendation:

    Be it resolved that Communication Number 207/24 McCaskill's Mills Track and Field Request, submitted by McCaskill's Mills Public School be received; and
    That Council has no objection to the Track and Field event to be held on either May 22 or May 24, 2024; and
    That staff be directed to provide road barriers for the event; 

    OR

    That Council respectfully deny the request for the use of barriers for their event.
