It is important to begin each public gathering with a Land and Territorial Acknowledgement, to recognize the Indigenous people for being good stewards of the land and environment, here where we are meeting today. The Township of Brock has traditionally been a hunting and fishing ground for First Nations people. We reside on and benefit from the Williams Treaty Territories, on the land of the Mississaugas and Chippewas. May we share the land as long as the sun rises, the grass grows and river flows.

Sunderland Agricultural Society 
Communication Number 612/24

  • Recommendation:

    Be It Resolved That Communication Number 612/24, Sunderland Fall Fair Requests - 2024, submitted by the Sunderland Agricultural Society be received; and
    That Council has no objection to the exclusive free use of the Sunderland Memorial Community Centre and Fairgrounds from September 6-13, 2024 for the Sunderland Fall Fair being held on September 11-12, 2024 subject to proof of liability insurance in the amount of $5,000,000 (5 million) with the Township of Brock named as an additional insured; and
    That the Sunderland Fall Fair is granted use of the ice area, dressing rooms, auditorium, washrooms facilities, kitchen, access to the tables and chairs under the seats, connections to the sound system within the arena; and
    That the Sunderland Fall Fair is granted use of the picnic tables, portable toilets, grandstand, horse barn, picnic shelter within the fairgrounds; and
    That staff be directed to book the aforementioned spaces on behalf of the Sunderland Agricultural Society for use of during the week of September 6-13, 2024; and
    That staff provide additional garbage and recycling receptacles subject to availability; and
    That staff provide temporary fencing along the western boundary, as far as the horse barn at the north end to secure the grounds, subject to availability; and
    That staff provide ground maintenance including grass cutting prior to the event; and
    That Council has no objection to the beer garden being held at the Sunderland Fair grounds during the Sunderland Fall Fair on September 11, 2024 from 7:00 p.m. to 10:00 p.m.; and
    That the Sunderland Fall Fair Beer Garden held on September 11, 2024 be designated an event of municipal significance for the purpose of obtaining a Special Occasion Permit and will be subject to compliance of the Municipal Alcohol Policy; and
    That a site plan, special occasion permit and list of servers be provided to staff prior to the event; and
    That the Sunderland Agricultural Society works with staff to provide all required documentation for the use of amusement rides, including inflatable devices (bouncy castles) during the Sunderland Fall Fair being held on September 11-12, 2024; and 
    That staff be directed to draft an agreement between the municipality and the Sunderland Agricultural Society. 

Town of Whitby
Communication Number 609/24

  • Recommendation:

    Whereas Ontario has more private non-native (“exotic”) wild animal keepers, roadside zoos, mobile zoos, wildlife exhibits and other captive wildlife operations than any other province; and,
    Whereas the Province of Ontario has of yet not developed regulations to prohibit or restrict animal possession, breeding, or use of non-native (“exotic”) wild animals in captivity; and,
    Whereas non-native (“exotic”) wild animals can pose very serious human health and safety risks, and attacks causing human injury and death have occurred in the province; and,
    Whereas the keeping of non-native (“exotic”) wild animals can cause poor animal welfare and suffering, and poses risks to local environments and wildlife; and,
    Whereas owners of non-native (“exotic”) wild animals can move from one community to another even after their operations have been shut down due to animal welfare or public health and safety concerns; and,
    Whereas municipalities have struggled, often for months or years, to deal with nonnative (“exotic”) wild animal issues and have experienced substantive regulatory, administrative, enforcement and financial challenges; and,
    Whereas the Association of Municipalities of Ontario (AMO), the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) and the Municipal Law Enforcement Officers' Association (MLEOA) have indicated their support for World Animal Protection’s campaign for Provincial regulations of non-native (“exotic”) wild animals and roadside zoos in letters to the Ontario Solicitor General and Ontario Minister for Natural Resources and Forestry.

    Now Therefore, Be It Resolved;
    That the Township of Brock  hereby petitions the Provincial government to implement Provincial regulations to restrict the possession, breeding, and use of non-native (“exotic”) wild animals and license zoos in order to guarantee the fair and consistent application of policy throughout Ontario for the safety of Ontario’s citizens and the non-native (“exotic”) wild animal population; and,
    That this resolution will be forwarded to the Premier of Ontario, Ontario Solicitor General, Ontario Minister for Natural Resources and Forestry, Region of Durham MPPs, all Durham Region municipalities, AMO, AMCTO, and MLEOA.

  • Recommendation:

    Whereas it has been well in excess of a decade since The Township of Brock signed the International Charter for Walking. The Charter is to be more than a declaration of the needs and rights of pedestrians, it is also a series of actions. One action outlined in the charter is to “Provide clean, well-lit streets and paths, free from obstruction, wide enough for their busiest use, and with sufficient opportunities to cross roads safely and directly, without changing levels or diversion”;

    And Whereas the accumulation of snow and ice would certainly constitute an obstruction;

    And Whereas The Township of Brock has invested heavily in the development of a Sidewalk Master Plan as well as the investment of hundreds of thousands of tax dollars each year in the installation of new and improved sidewalks throughout the urban areas of the township;

    And Whereas The Township of Brock currently has no policy or bylaw regulating the clearing of ice and snow on sidewalks throughout the municipality;

    And Whereas the current practice of closing many sidewalks and posting yellow warning signs between November and April essentially removes a vital and safe pedestrian pathway for upwards of one half of  the year which essentially forces pedestrians onto roadways which are used by cars, trucks, snowmobiles, ATVs, and other motor vehicles;

    And Whereas closing sidewalks for upwards of half the year is a negative environmental action since it discourages walking and encourages use of vehicles even for relatively short distances

    Therefore, Be It Resolved that The Council of The Township of Brock recognizes the importance of sidewalks and the roles they play in our community every month of the year and in order to provide for a safe and walkable community township staff are hereby requested to develop a policy and/or bylaw to regulate the clearing of snow and ice from sidewalks throughout the municipality and that this policy or bylaw will be ready for enactment on or before October 31, 2024 along with an appropriate educational and public information campaign.

Being a By-Law to Prescribe a Rate of Speed of 40 Kilometres Per Hour on Main St. E. Beaverton, Between Regional Road 23 (Mara Rd.) and Highway 12, Within the Township of Brock

Being a By-law to authorize the Township of Brock to enter into a municipal funding agreement with the association of municipalities of Ontario for the transfer of the Canada Community Building Funds.
